Joseph dealt a stiff blow at the public utilities bill fath ered by Malarkey, and made a law in the November election, The "chameleon record" of Senator Malarkey, as it was formed by Joseph, was delved Into deeply, Joseph declar ing that ho had helped to rob "poor old Maniuain."
