Collier alleges the funds were plac ed in a bank which subsequently fail ed, and while admitting Irregularity In this particular disposition of the money denied that criminal Intent was Intended on tho part, of either Fields or any of his associates. The matter was brought to the at-' tcntlon of the district attorney's office by Ganw Warden Finley, who without desiring to make charges of any na ture, dosired to be advised as to the w hereabouts of the coin. Friends of Fields maintain that he la prevented from securing money at present because of the failure of the bank, which, was a small Inaltutiou, and this stand, is also assumed by the district attorney's office. The annual December meeting gath ered in the niilco of Secretary Frank Meredith at the sta'e houBe this morn ing after a delay of several daya be ep use or the absence of President Booth In the east In previous Decem ber meetings of the board presidents have been elected whose terms on the board expired In March and who were not subsoqueniUy re-appointed by the governor. This happened in the ad ministrations of Governors Chamber lain and Benson. Fearing this would huppen In the caso of President Booth the election was postponed. Two months ago Governor West positively stated that ho would certainly reap point President Booth should he be re elected to the presidency. Cry for Money. More liberal appropriations was the cry of the board at the session this forenoon. The need of the Improve ment of the state fair grounds by the addition of a new pavilion, better walks .And roads and a bettor water system and bettor lighting facilities was brought out A strong effort will be mado by the board to remedy these defects. Since the September fair the pavil ion at the fair grounds has been a thorn in the flesh of the board. Tho opinion Is that a large general ap propriation for the improvement and the maintenance of the grounds by the legislature is an absolute neces sity. All members of the board except N. K.
