Its disappearance marked the close of Us hlBtory until a short tlmo ago when Oleott McKarlund, a nephew of Mr. lllukoly, turned up a gllterlng ob ject while plowing on tho old home place at Ilrownsvlllo. It proved to bo the lost ring being euslly Identified by the Initials "W. M. II." engraved on Its Inner surface. Forthwith It was forwarded to Its owner who, little mor than a brldo when It disappeared, received It back on tho 4Stli anniver sary of her wedding. The Bur con- vmtlon was proceeding quietly today when the executive committee return ed Its report which proposed that throe negroes be admitted to member ship. The negroes mentioned were William Lewis, an assistant United Slates attorney-general ; Butler Wil son, of Massachusetts, and William Morris, of Minnesota. Former Secretary of War Jacob Dickinson was recognized and pre sented a resolution providing that hereafter all applications for mem bership by negroes must state p'alnly that tho applicants are colored. Attorney-General Wlckerslinm was then recognized. It hnd been expected that he would make a hot speech In favor of the negroes, but Instead he merely said that he favored Dlckln iion's resolution. The resolution was then declared carried amid much con fusion. Ilerore the delegates were able to protest against tho action doclarlng tho Dickinson resolution adopted, tho chair declared the meeting adjourned. Governor McGovern, of Wisconsin, In welcoming the members of tho American Bar As sociation here today, discussed the re call of Judges. The governor said: "Many feel that there Is forced ar gument that the recall of Judges would impair the importance of Judges. It is a fact, however, that the Inde pendence of the judiciary has been more In danger from the very men op posing the recall than there now Is from the recall Itself. The idea of the recall Is not revolutionary simply a new application of an old principle. "Understand me," McGovern added, "I am not advocating the recall." Los Angeles, Cul., Aug. 28. Mrs. Elizabeth Gardner Fooerd, one of the oldest women in California, Is dead here, 10 days after celebrating her 102d anniversary of her birth. Mrs. Fooerd, a descendant of Peter Fanuell, was born in Boston In 1810. She came to California in 1874. ( Her son, James Fooerd, is active at the age of 80 years.
