Joseph Ry der, a Pullman car conductor who shot and killed his divorced wife last Jan nary, today withdrew his plea of not guilty with the understanding that he be given life Imprisonment. Ryder told the court that he was away from home two years, and when he returned he found his wife, mother of his seven children, had divorced him and mar ried again. Taking the position that the only Juct solution for the present sewer assessment predicament that the city linds Itself confronted with Is the enactment of a law providing that the ilty Issue bonds for the payment 'of all sewer assessments within Its territory, a petition has been presented to the city council signed by 720 people ask ing that such a measure be Initiated. Up to the present the city has fol lowed the practice of dividing the city Into districts and then have the prop erty owners within Its boundary lines liny the assessment. This plan worked well until the supreme court in a re cent decision held the South Salem Bewcr Illegal. While a petition for a iehearlng In the case has been asked it Is not believed that It will he grant id. Should this be so, then the dis tricts that have paid their sewer as sessments would also be compelled to Pfislst In the payment of the assess ment of the South Sdlem sewer dis trict. This would be an Injustice and the only Just plan seems to be to enact a law providing for the issuance of bonds by the city for the payment of all the sewer assessments. The first sewers Instulled In the city were Installed by this system. Should the measure be enacted then it will be necessary to refund the peo ple who have paid their assessments In the districts, and also apportion the BSK.essments among all the people. Splera Kes takls, a Greek who shot and killed George Kenomas In Delta, a little rail road town 38 miles north of here, is today at large In the hills and the sheriff and county coroner are on their way to the scene of the crime. Kenomas was an assistant foreman of the work train and during a violent quarrel was shot five times by Kes takls. The shooting occurred in the work train and the alleged murderer Immediately took to the woods. No effort at pursuit was made by the slayer's countrymen, and there are no officers at Delta. This is the second murder within two weeks at Delta. Frank L. Dlm ock. a hotel man there, was recently slain by bandits. SHE IS CHARGED WITH DEFRAUDING AN INNKEEPER That the ways of the wayward are troublous was demonstrated this morn ing to a Miss Williams, who was ar rested at Dallas by Constable lohn Lewis, on a warrant charging her with defrauding an Innkeeper. The com plalnant is the proprietor of the Cap ital rooming house at State and Com mercial streets. She has been work ing in a restaurant In Dallas. The same woman created a stir In Albany recently, when to avoid arrest she made a thrilling getaway down a fire-escape and eluded her pursuers She was arraigned before Justice Webster this afternoon. The Williams woman made her first appearance In Salem about a year ago, having been employed In different rooming houses here as a chamber maid. While here she had the misfor tune to injure one of her limbs se verely and for a long time went about the streets on crutches.
