All the standpatter organs are talking about a dark horse and compromise for president. Alone and singTeanded Roosevelt has licked the stand-patters, the federal office holders, the bosses and the machines to a standstill, and has control of the national convention. The machine rested its hopes on the national committee nam ing the chairman of the convention, and deciding the contested delegations, and thus giving the majority to Taft. Roosevelt has expressed a willingness to let them name the chairman of the convention, and then beat them in the conven tion. Now they are alarmed lest Roosevelt goes into the convention himself and taTtes an open hand in the making of the ticket. Deceived and disappointed in Taft and his administration, progressive Republicans, looking for higher standards of pub lic service, and a keener appreciation of civic righteousness,' de mand tt new deal and Republicanism that does not face back wards. Roosevelt will be a factor in the convention, whether he is there in person or not. Roosevelt will be the only person named in the national Re publican convention. Roosevelt will nominate his own running mate for vice-president, and who will be president of the senate. He will not allow a reactionary to be rrfade president of the American house of lords. Roosevelt will write the Republican national platform, and it will not be a mass of platitudes. It will mean something to the American people and the col lege student and the cowboy willhave equal enjoyment of its con tents. The millionaire and the laborer will stand exactly upon the name platform, and that platform will be Roosevelt Republican ism. So all talk of compromise and dark horses is the chatter of retiring legions of machine politicians not of the people. o THE LAW IS NOT BEING ENFORCED. A Salem paper publishes the statement of . Attorney-General Crawford in defence of the charges that the gross earnings cor poration tax law is not being enforced. The simple fact remains, that the gross earnings tax is not being collected. The simple fact remains that a gross earnings tax that would have brought into the state treasury a round million dollars the past four years has not been enforced. That million dollars had to be taken out of the products of the taxpayers, and was left in the pockets of the corporations that have evaded paying the money. The legal department of the state has brought some suits that are in the interest of the state, but does not claim that this gross earnings tax is being collected. The plain fact in this gross earnings tax law is that it was enacted by the people and is being nullified by officials. If the official or officials could be located and the blame fixed, he or they should be recalled. It is unusual for a newspaper to call in question or criticise anything that "any official does or does not do and this i3 not a .personal criticism of Mr. Crawford. The attorney-general admits that no effort has been made to collect gross earnings taxes, except for 1906 and 1907, and no official has made a fight to enforce this law. He does not deny that by general connivance of officialism the gross earnings tax initiated by the granges, has been virtu ally nullified, and is not being enforced. lie claims that his department has collected $325,000 and en riched the state to that amount. As part of this he claims $250,000 for new fishing grounds re covered in the suit over the boundary lines with Washington. The sum that has really been paid on the gross earnings tax is $64,464.49. It looks as if that had been paid on a compromise for two years, and on condition that the law be not enforced. : : , THE WEAKNESS OF STANDPATISM. . The standpatter in politics is to be pitied. Standpatism is only synonymous for political stupidity. He does not keep in touch with the masses of the people. lie accepts the dictum of bosses, whose brains, as a rule, are atrophied by desire for plunder. The standpatter is a caso of arrested development. Ideas are not the basis of his activities. lie is moved in politics only by his appetite for spoils. The standpatter has not much more conception of anyone be ing animated by a principle thnn atotenvpole. He can see nothing in a political campaign, but an opportu nity to got official profits. That the masses of the people might have a concept of right eousness in connection with public affairs is beyond his compre henRion. So the standpatter goes blindly on seeking power by sharp practices, and gaining advantages by overreaching the people. X-RAYS AND SMILES. FERRY BOAT AT STAYTOn JUMPS JOB CABLE PARTS WHILE IT IS IN MIDSTREAM HIT IT SWINGS ASIIORE UNTIL PASSENGERS GET OFF, THEN TAKES A HIKE The "old Stayton ferry made Its last Journey across the river at 2:30 yesterday morning, and its passing was an Incident that might well have ended In tragedy. When near lng the Linn county side, with the ferryman, five passengers and a team of horses on board, the line connect ing the ferry with the overhead cable snapped, and the boat drifted help lessly down stream. Had It not fortunately hugged the shore, a more serious accident than the loss of the boat might have oc curred. W. E. Hawkins, the ferry man, states that the cable, which broke, had been weak for some time. The passengers on the boat were a party of ,Mt. PleaBant young folks returning from the dance In Sublimity, and Included Ed, Russie, Carrie Glsler, Anton and Agatha Mlnten, and Joe Lulay. In speaking of the accident, Cap. Hawkins ascribes It partly to the weakness of the cable, which had to the rise of the river, which had gone up about 10 Inches during the day. He states that the boat was fully three-fourths of the way across when the line broke. Hawkins was at the wheel at the time, and the force of the snap- threw him several feet across the deck, besides severe ly wrenching his hand and wrist. Fortunately for those on board, the current tended to take the boat near er shore, and in spite of much whirl ing, the party managed to get ashore with the team at a shallow point 200 yards down stream. The boat sped swiftly awa, and disappeared in tho darkness. The passengers continued on their way home, en tirely safe, though badly scared. It was found that the old boat had drifted too far downstream to make her return practicable, and a portion of the bridge- crew were at once set to work on a new ferry. This craft will be 46x16 feet, and will require several days to be upt In shape for use. In the meanwhile a small row boat Is doing service between the two counties. This Is the steenth time this spring that Stayton has been cut off from Unn, and It Is not a pleasant situa tion. It Is to be hoped that the speedy erection of a temporary bridge will be possible. The meeting' was held in the same hall where the Taft men were elect ing thslr set of delegates.
