Sold Hack, 308 First street, Portland, Ore. 5-7-6t The library Contract- The building committee of the Li brary board has been In conference with' counsel, for Winters A Co., the contractors over liability for the ac cident that happened when the steel beam gave way and three laborers were hurt on the building. All pay ments on the library have been held up for two months to secure the li brary board against loss from liabil ity. The contract requires the board to take out insurance on the build ing, Including fire, liability "or other casualty" and the attorneys for Win ters say this wirit never done until af ter the accident. The lawyer for Winters takes the position that the building committee cannot hold up the payments due the contractor for any Indemnity Insurance they might be held for, although the contractor took out casually' insurance, on his own account.
