Gen eral Pascual Orozco performed yes terday a complete right-about-face in deciding to recognize United States Consul Letcher. The Consul spent an hour and a half with the rebel leader' and pre sented the State Department's pro nunclamento that American "lives and property must be safeguarded and that Mr. Letcher must be allowed to exercise his Consular functions in dealing with the rebels. Orozco Bald that his previous atti tude toward the Consul was due to misinformation brought to him by un derlings, and he greatly regretted that Consular mall had been inter fered with. He agreed to the follow ing five propositions put to him by Mr. Letcher: : 1. The Consul must not be further embarrassed by personnl and official espionage. 2. Telegrams to officials, or on of ficial business, whether in. cipher or otherwise, must not be subjected to unnecessary delay. 3. The Consul has the right to ner- sonal conference with the rebel com mander at anp hour. 4. Mall must not be tampered with or delayed. 5. Americans receive a guarantee of the right of immediate appeal to their Consul, no matter what the charge against them, and the Consul may visit them In prison. o CONTRACTOR ORDERED TO BEGIN WORK Conditions at the new Carnegie library have not changed materially ror the past six weeks. On March 2, while the workmen were putting some of the steel trusses In position, their support gave way and a collapse re sulted in which.? the scaffolding and the trusses" felt a distance of about Ju feet. The fall sprung the trusses to such an extent as to make them valueless and new ones will be re quired before the work can be com pleted. The collapse of the scaffold ing brought out a dispute as to the trusses being strong enough to sup port the roof and celling. The con tractors stopped the work and none has been done on that part of the building since. The contractor. J. S. Winters, contended that the trusses were not of sufficient strength to hold the weight to which they would be subjected and the library board and architect Geo. M. Post, holding to the opinion that they were of sufficient strength. This condition of affairs has existed ever Bince the accident and the contractor has been notified twice to resume work. The last no tice was sent out yesterday and in all proboblllty was delivered to the contractor today. This notice gave the contractor 48 hours in which to resume work. As a basis for the contention on the part of the library board that the trusses were of sufficient strength, the opinions of seven prac tical engineers have beeh obtained and all express the opinion that the trusses are amply strong for the weight they will be required to carry. Among those submitting reports on matter Is the engineer of the Port of Portland and the engineer In charge of the bridges on the extension of the Oregon Electric between here and Albany. o ithi'orts to be story. The senate foreign committee this afternoon dis cussed the Titanic disaster at length, its members being of the unanlmou opinion that there should be prompt legislation to prevent a repetition of the horror. The committee agreed that the commerce committee has sole Jurisdiction In the matter. It is believed congress will be em powered to regulate, the equipments of foreign vessels entering American ports. ONITED. PRESS IJ1S1D WIRI. Oakland, Cal., April 17. Anna Mll brath, the Oakland girl, who was du ped into a marriage with "Sir" Harry Westwood Cooper, the paroled convict, who fled with heu- to London when the police sought him for attempting to pass a fictitious check for $15,000 on an Oakland bank, has been located. In a telegram received by her father to day from Ben Milbrath, a brother, it 1b stated that, the girl is in Gary, Ind., with her aunt.. She refuses to believe that Dr. Milton Abraham, under which name Cooper married her, Is the no torious ex-convict. The telegram reads as follows: "Anna here, safe. Direct from Lon don alone. Cooper last in London April 6. Came on Campania from Liv erpool. He traveled under assumed name. She does not believe he1 Is man wanted by prison officials. She says no scar on forehead and no mark on arm." The police were advised Tuesday that Cooper had been seen in London, where he had deserted his latest bride Washington has been asked to request the London police to apprehend him. COMPANY HAS KEPT ITSELF WITHIN THE LAW Confronted with employment con tracts showing that men were Im ported from Chicago to Portland by the Harriman railroad lines to break the strike In the machine shops there, Labor Commissioner Hoff finds him self unable to prosecute the com panies as the law only makes It an of fense when the company falls to warn the men Imported that there is a strike on. The labor commissioner made an Investigation of the subject in com. pllance with, reports and complaints made to him. These complaints were to the effect that the railroad com panies were importing men without advising them that there was a strike oi). When he conversed with some of those imported he found that these complaints were corroborated but an examination of their contracts showed that they had agreed to take the places of men in employment of the company who were now on a strike. The only explanation for the affairs Is that the men In signing the contracts did so hurriedly and failed to notice the clause In the contract. MANY ACCIDENTS WERE REPORTED DURING MARCH According to the monthly report of Labor Commissioner Hoff, which was Just Issued to the public today, there 316 were Injured in the various in dustries of the state during the month of March, six of them proving fatal. TheBe people were ticketed for the Pacific northwest. The first four days of April showed a greater aver-1 age per day In the people still mov lng than any day during March. The reduced passenger and freight rates under which the colonlBts moved con tinued until April 15, and officials of the rallroadB expect almost as many people to pass through St. Paul and Minneapolis during April as during the month of March. The moveables are coming from all sections of the United Stntes.
