The decsdent in the casn submitted, died in 1908, and in 1903 the legislature passed a law amend ing the old law by reducing the tax. The question was as to whether the inheritance vested at dhce In the heir and became si-bject to the oper ation of the old law, or whether it came within the purview of the amended law.
