The Denver Post is pushing the matter of disposing of the Philippines to Japan. It would favor selling the islands to Japan and using the prticeeds for reclamation work. Thi3 looks easy on the surface, but would the Philippines con Bent to be transferred to Japan? Japan is a government that isgouging the last dollar out of its own people and its possessions. Japan would lay as heavy a hand on the Philippines as ever did the degenerate Spanish monarchy. There would be constant resistance, warfare, oppression and bloody strife under Jap domination. In the end some stronger nation would feel compelled to in tervene, as our country did in Cuba. Then the whole matter of a protectorate over the Philippines would be right where it is now. ' i ! The Denver Post plan of turning the' islands over to Japan for a cash price looks hazy and impracticable. o TTIE LITLE NORTH FORK AND A SALEM WATER SUPPLY. Under the Citizens' administration some years ago a report was made to this effect, and a site was secured. The city had an option on that site and let it lapse, as it does bo many things it might have. But to return to the Little North Fork, we repeat that it is an Ideal source for a water supply for this city. Within two miles from the point where it empties into the main Big North Fork of the Santiam it canyons. Thence to its source is flows through rock-bound canyons, and Is fed by natural springs gushing from the rocks. . It is not fed from a glacier, as so many mountain streams are, and at times of great glacial action they flow yellow and white. The Little North Fork does not flow from a lake or through a swamp, as does the Breitenbush and other streams. It has almost no farming landalong its banks, and will never be subject to pollution from agricultural pursuits. The city of Salem should acquire a water supply and a piece of land large enough toi protect the intake for the supply. At almost any point above Mehama the Little North Fork could be dammed and a reservoir constructed and the water brought out. Gravity would carry this water to a reservoir above the asylum cottage farm, and from that reservoir it could be dis tributed to all the state institutions and to the city of Salem. It would be a great thing for this city to get such a water supply, and it Is not a big undertaking to carry it out. All the way to the intake there would be a good wagon road, and the pipe line could be carried at a water grade. The city should acquire such a water right, and should not wait for this public utility service to be monopolized by a cor poration. A. water supply from the Little North Fork would supply the towns of Stayton, Aumsvillo and Turner, as well as Salem, and would be a far easier project, from an engineering standpoint than Bull Run was for Portland. No city has such easy access to pure mountain water, and from a stream that has a small watershed that will never be polluted. The report of some committee of the city council that the water of the Little North Fork was impregnated with copper was a pipe-dream from some aldcrmanic brain. Former Con gressman Littlefield. of Maine, will act as chief counsel for United tates Senator Isaac Stephenson, of Wis consin, . the millionaire lumberman accused of having bought his way to a seat in the national capitol, ac cording to an announcement made here today. The senate investigating commit tee, of which Senator Heyburn, of Idaho, is chairman, will begin the, hearings in Stephenson's case here on October 22.
