Alderman received the flrat proofs of the state course of study yesterday and the manual will be ready for distribution on August 30. A shorter course In technlcul grammar has been provided, com piete courses in drawing, nature study, agriculture, Industrial work and music are included. The man ual opens with a course of study In physiology and hygiene, In which course special emphasis Is laid upon practical hygiene, and in this Mr. Alderman says: "In carrying on the work outlined In this course of study, I hope the teachers of Oregon will, first of all, look to the health of the boys and girls. See to this, and then If there Is any time, teach the other worjt of fered In this course. The primary objoct of the study of physiology in our schools should be to teach an in telligent care of the body. Recommends Recesses. Teachers are advised to return to the old-time recess of not less than IS minutes during the morning ses sion, and again In the afternoon, but It is stated that the recess will do no good unless the teacher makes a supervision of the playground a ser ious part of the days work. The more simple facts of sanita tion are expected to be taught. In peaking of this Mr. Alderman says that It Is of more value to the boy who expects to live In the country, to know that the well should be dug In a place where It will not receive the drainage from barnyards, eto. In civil government the work Is confined to a study of the constitu tional convention and tho constitu tion Itself. The work in history, reading, spel ling, geography and writing Is prac tically the same as In the old course of study. A modern course of study in draw ing Is offered, and one that will be very helpful to the teachers. In this Mr. Alderman says: "Of late years there has been a wonderful change In the teaching of drawing. . New methods have been developed methods which charm the child." Plans and specifications for the improvement of Twenty-fourth street, fom State to Asylum avenue, were oderrcd prepared. The city attorney reported that the plans and specifications calling for the widening of Seventeenth street did not properly describe the property Involved, and asked that they be reform! to the engineering department for correction, which was done. 1 The city engineer reported that the. size of pipe being laid for the storm sewer in North Salem was not sufficient, and mado recommenda tions that a larger size be laid, and It was referred to the sewer com mittee and city attorney for consid eration. The salary of C. W. Elgin, a mem ber of the engineering department, was raised from $65 to $75 month. A resolution asking that plans for the Improvornet of Market street from Sixth to east city limits be pre pared was passed. A resolution was also passed sub stituting vitrified pipe for cement pipe for the North. Salem storm sewer. Pfoing and specifications for the Improvement of an alloy in block 49, between Commercial and Front streets, wcro adopted. A resolutlo ndirectlng that a ce ment sidewalk bo built on the east side of Commercial street, In front of the Dlnemore property, was passed; so was a resolution calling for the construction of a similar side walk on tho north side of Marlon street In front of the property of W. W. Falk; and also a resolution di recting that a similar side-walk be built on the west side of High, In front of the property of Thomas flhellack. Becoming tired and disgusted with the repeated failures of the Port land, Eugene & Eastern Railroad company to comply with the terms of Its franchise In constructing a line In the city preparatory to street Im provement, the city council at Its meeting last evening, voted to em ploy additional counsel for the city attorney and Instructed blra to be gin at once proceedings In the cir cuit court looking to the forfeiture of the company's franchise. Councilman. I.afky Introduced the resolution asking for additional counsel for the city to assist the city attorney. Councilman Durbln op posed it on the ground that the city attorney and his assistant were able to cope with the subject, and that It would be but the paying out of money unnecessarily to emply addi tional lawyers. Mayor Lachmund, Councilman Huckesteln and other councllmen took a different view of the subject contended that It was an Important matter, and that the company would make a hard fight against the suit, and that the wisest policy to pursue would be to hire additional counsel. Several months ago the city attor ney was Instructed to bring forfei ture proceedings against the com pany. The company had failed to run Its cars the required time on Center street and failed to do any thing towards laying Its track on Front. It began negotiations with the mayor and feeling Inclined to give It a chance the matter was de layed. During the negotiations, how ever, It has become plain that the company was only playing for time delaying, and was not sincere In Its proposals to construct Its line, and the council, losing all patience with It, Intends now, if possible, to have the franchise declared forfeited. JERD.T.HOPimS, hit- H Bred Jcnes Sited, XewM BEN TAYLOR IS GIVEN THE STREET DIRT A CARLOAD OF APPLES FOR THE PITTSBURG FAIR Declaring that although under a recent decision of the supreme court he was entitled to the dirt re moved from In front of his premises by the contractor during the Im provement of Asylum avenue, and that he had asked the contractor August Kehrberger, for It, his re quest was Ignored, the contractor was disposing of the dirt elsewhere for a consideration of 50 cents a load. Ben Taylor last evening ap peared before the council and asked that he be given the dirt, and his re quest was granted. Mr. Taylor stated that when the street Improvement work began, he made arrangements with several neighbors to obtain the surplus dirt in front of their premises. He In formed the contractor of the fact, he asserted, and of his right to the dirt, and also asked him to haul it but a distance of some 200 feet on his grounds. Despite this, he asserted, the contractor had hauled the dirt for a distance of six or eight blocks and sold It for a consideration. Lnfky Was Absent. Becoming Interested, Mayor Lach mund asked Councilman Larky for an explanation asked why the contrac tor had been permitted to haulaway as much as 2')0 yards of dirt. The chairman of the street committee re plied that he was absent from the city for 214 days and that It hap pened then. He also defended the contractor, saying the property owners should render him assistance In taking the dirt away that Is, assist him In un loading it on the ground. o Wife Got Tip Top Advice. Space lias been taken at the Land Show by the league and an Informa tion bureau will be maintained there. Literature descriptive of the whole state will be handed out to Land Show visitors and representatives of the Northwest will be on hand to an swer questions about this section of the country. Portland Commercial Club, so it can be sent on to Pittsburg. j This land show will be one of the ' Important avenues for reaching colo- nlsts for the Pacific Northwest. THEY WANTED A CHANGE OF INSPECTORS Asserting that property owners were dissatisfied with the work be ing done on Asylum avenue by In spector E. C. Wells, and that they desired to substitute in his place a property owner, W. D. Smith, Coun cilman Hatch made a hard but los ing fight In behalf of a petition pre sented by the property owners ask ing for the change, and for the first time In the history of his services in the council unloosed hircflf of a sarcasm. Had Enonph of Inspectors. "The property owners of this street," he began, "have had enough of Inspectors, and especially enough of Wells. "This man Is a genius," he contin ued, "Is wise beyond his years. He is a cement fiend and in the course of six months he has learned all that there to learn about the cement busi ness. I believe that the bible says that "by their works ye shall know them" and certainly by his work the property owners of Asylum avenue know Wells. "The property owners are paying for the Improvement of this street and should be given the right to em ploy their own inspector, and the man they desire substituting for Wells is a good man and will be In terested In seeing that good work Is done as he will have to pay an as sessment of JC41 for the Improve ment of his portion of the street, fonncil Is Opposed. Councilman Lafky, chairman of the street committee, opposed the change on the ground that Wells Is competent and that he, as chairman, was responsible for the work, and that he desired a man wfio would follow his Instructions In inspecting the work. Councilman Durbln came to the de fense of Wells and pointed out the good work he had done on Court street and so did Councilman Hucke steln. Mayor Lachmund stated that It had been the policy of the present admin istrations and past administrations to hold the chairman of the street committee responsible for all street work, and that It would not be Just or right to remove a man who was competent, and place some one else In his stead.
