COe FULL LEASED WIRE TELEGRAPH REPORT TAFT AND RECIPROCITY. The small bore politicians can see nothing in the great fight President Taft is putting up for reciprocity with Canada. On the other hand hi3 broad-minded statesmanship is creat ing confidence in the stability of our government and business is reviving. Go ahead, Mr. President, the country is with you, and you are making friends every day among men of intelligence generally. There comes a time in the career of every executive when he must hew out lines of progress for himself, and reciprocity is overdue. More friendly and elastic trade relations, less commercial barbarism and Chinese trade restrictions are going to help everybody. The Chinese wall of tariff taxes between Canada and the United States is about as sensible as a tariff would be on East ern bacon. There is a great deal of bacon, eggs, butter and other stuff shipped to Oregon from the Eastern states that we could pro duce here. There would be as much sensein putting a tariff tax on that as there is putting a tariff tax on stuff we want from Canada, north of us. BIGGER MUNICIPAL IDEAS. The efforts of the street committee of the city council to Ret a first-class pavement on State street ought to be successful. State street is now paved v 11H bitulithic to Mill creek, and a fight is being put up by conservative people to have macadam beyond that point to the penitentiary. It would be almost a crime against the Capital City to put down any kind of cheao pavement on East State street. The people of the whole state are taxed for millions to make expensive improvements at the Capital City. The streets leading to those great institutions should be paved with first-class pavement. Fourteenth street should be put through to the state mute school on the north this year. Seventeenth street should be put through to the fair grounds road, and give the people direct access to the entrance to the fair. The argument that it would discommode the campers is not a good reason for delaying opening that street, and ought not pre vail. Let us protect the campers in their ancient privileges, but for goodness sake give us more than one narrow, street to enter the fair. The streets leading to the penitentiary, the asylum, the fair grounds and the mute school should be paved, and the cry of ex pense ought not prevent improvements that are up to the stand ard of pride of a capital city. Property on those streets, under the bonding system, can be made to increase in value so fast that each owner will be en riched ten times what it will cost him to pave. We must get hold of the larger ideas of public improvements, and make this a city worthy to be the capital of the state. o PROGRESSIVE PRISON POLICIES. Governor West is to be commended for the stand he takes in putting into effect advanced idea of prison management. For the first time in the history of the institution every man is employed at some form of productive labor. Three and a half million of brick will be made for state build ings, and the men are not loitering, but working under a good system, and are allowed 25 cents a day of the earnings. About 50 men are making improvements around the different state institutions, and are working faithfully' with out rifle guards. ' i J A system has been adopted where good, industrious men &if allowed a portion of their earnings, and shirks and idlers are worked inside. As in our educational institutions, industry, good honest, wholesome work is a greater reformatory agency than text books, preaching or any amount of theorizing. o A SAFE INVESTMENT PLAN. The German Building Society is meeting with success in sell ing shares in its mutual profit-sharing enterprise. Ordinarily the man or woman with ten or fifty or a hundred dollars is not able to share in the advances made by first-class real estate. It is well-known that good tracts adjacent to the city when cut into good building lots in two years double in value. The German Building Society guarantees six per cent inter est and forty per cent profits to the shareholders. This is not a building and loan society, or a scheme to put tha shareholders' money into a building. It is a plan to allow small holders to have joint ownership of a fine tract on the city limits, and to hold it until sold and the profits are divided. The committee is prepared to show the detailed statement of the first piece of co-operative, profit-sharing and has noth ing to conceal from the smallestshareholder. RANI CORNER A FIVE OR SIX STORY OFFICE BUILDING.1 That before the building season of the year Is at an end there will be in process of construction a steel struc ture building on the Vieranl corner, which, was purchased several months ago by Wm. McGilchrist, Jr.,, is evi denced by the fact that there is now in process of formation a company for that purpose. Just the exact size of the build ing cannot be learned, but it is un derstood that It wIU be a five or six story steel structure, and that It will be modern throughout. The lower portion Is to be used for store rooms, and the upper stories will be utilized for office rooms. The cost of the structure, it is estimated, will be be tween $75,000 and $100,000. The plan is to organize local business men and capitalists into the com pany, and it is said that much of the money necessary to build the struc ture has already been subscribed. The consideration for this corner was $37,500, and Mr. McGilchrist, at the time of Its purchase, stated that it was his plan to erect upon It a modem building. A special meet ing of the Spanish cabinet was called today to consider the opposition of France to the course planned by Spain in Morocco. France, It is un derstood, will be assured that Spain intends only to protect the interests and the lives of foreigners In that part of Morocco which was declared to be the part of Spain under the treaty of Algeria. It is denied that Spain's move has been influenced by Germany, 0 FRIGHTENED TO DEATH BY TERRIFIC THUNDER Binghampton, N. Y., June 12. Mrs. John Allen, of Maine, Is dead today from fright caused by the ter rific claps of thunder that accom panied a severe electric storm yester day. She was awakened by the storm and died from heart failure before medical aid could be summoned. The committee on concessions for the Cherry Fair will appear before the city council Monday evening and ask for concessions on certain streets in the city for the Arnold Car nival Shows which the committee de sires to secure for the fair. The Arnold Shows were a feature of the fair last year, and gave gen eral satisfaction, and Mr. Arnold would like to bring the shows here again this year. The committee is also favorable to the proposition and will appeal to the council for permis sion for the shows to operate in the city during the fair. The mayor it is understood al though he could not be seen today to verify the report is unfavorable to the granting of any concessions to the company. The council, however, Is favorable and as permission must be granted by way of resolution the mayor's attitude upon the question will be of no consequence as it does not lie in his power to exercise his freak veto ax on a resolution.
