A resolution relating to the laying of sidewalks on Mission streets In South Salem was referred to the al derman representing that section. A petlton asking for the pavement of Market street from Sixth street to the tracks of the Oregon & California railroad company with gravel was re ferred to the street committee. Similar action was taken with ref erence to a remonstrance against the pavement of Fir from Lefelle to Owen Win. P. Lord, and ""other property owners submitted a remonstrance against the laying of sidewalks on Liberty and It was referred to the street committee. Spec-locations for the paving of Center street with concrete were adopted and the bid for paving North Cottage from Court to Mill Creek with bltullthic was awarded to the Warren Construction company. . Mils Opened. Bids for supplying the city with wood were opened. P. Denni3 offered to supply the city with 175 cords of Evidently believing that the Im provement of Oaks Addition will pro gress more rapidly by being done un der their own management than that of the council with all Its dilatory tactics which are always In evidence whena question 6f improvement Is in volved the property owners of the ad dition last evening through Attorney Richardson petitioned the council to be permitted to Improve the addition and their petition was granted. Engineer Culver will probably be the man selected by the property owners. Petitions Granted. The petition of property owners for a grade on Church street between Court and Chemeketa was granted, and so was a petition by property owners near the Turner road for per mission to build a bridge in that section. A resolution was passed directing the street commissioner to build a cement cross walk in front of Block 1 on Union street. The ordinance, for some reason, seemed to throw consternation into the mayor and his lieutenant Counl cilman Durbin. While the clerk was reading the ordinance the mayor crooked his finger at Durbin, and he wagged his tall, so to speak, immedl ately trotting to the platform as fast as his feet could carry him. After a short consultation he returned to his seat, and the mayor hadl not .finished putting the question before Durbin shouted: "Mr. Mayor, I move that this ordinance be indefinitely post poned," and It was Indefinitely post poned, just as the securing of pure water for the city .of Satem has been indefinitely postponed by the mayor and this same lieutenant. H. Tracy offered to supply it with a similar amount and the same kind of wood for $4.25 or green slabs at S2.7 or dry slabs at $3.25, and the Salem Fuel Yards offered to supply i(i cords of second growth fir at $3.94 a cord. The bids were referred to the building committee. SEYMOR THEATER East State, Between 12th and 13th OPENS TUESDAY, MAY 16, 7 p.m. Salem's Only Airdome With a view of bringing the sani tation of the schools in the state in general to a higher standard, State Superintendent of Public Instruction Alderman has asked that annual meetings be held in all of the schools districts on June 19, and that at that time the school grounds and the buildings be thoroughly inspected and that a report be made to the state board of education. Besides being turned over to the state board of education the reports will also be turned over to the state committee of the department of school patrons of the National Ediuca tional Association. The Marlpn Hotel company that is the operating com pany has assets of $31,243.22, with $25,000 capital stock, of which $18 250 is paid up. A resolution was adopted to offer the remainder of the stock for sale, and1 several stockhold ers increased their holdings. At the end of the first six months the Ma rion hotel shows a surplus and undi vided profits of $4139.34, a very fine showing for a new enterprise. The Various Kinds In General t'se Today Commented Upon and Compared. (By Col. J. W. Howard, of New York the leading pavement expert of the United States.) Macadam roadways are suited only for suburban and outlying districts. When In tha Interior of a town, they become dusty, muddy and quickly worn out. Macadam is the most ex pensive of all pavements to keep In reDalr. even under moderate condi tions of weather and traffic. The to tal cost of a macadam pavement in cluding first cost and maintenance, is generally greater than that of perma nent pavements of other materials. Bltullthic pavement is a form of bituminous pavement made with spec ial mixtures, prepared by special ma chinery. Bltullthic practically con sists in a foundation of either con crete or crushed stone cemented with a bituminous cement. Its wearing surface is a very dense mixture of graded, comminuted, crushed stone, etc, mixed with a bituminous cement. This 8 a successful form of pavement which is durable, dense, slightly elas tic and not slippery. It Is suited to many streets and will sustain busi ness traffic while at the same time it permits pleasure carriages and auto mobiles to travel at fast speeds with out slipping. Tar and Oil macadams are practi cally mixtures of ordinary macadam stone with tar or oil In the mass or on the surface. They are crude sub stitutes for denser and more durable pavements. They Boon become un even and unattractive, but are useful on some suburban roads, etc. Portland Cement concrete pave ments for roadways have been tried in several places. They are wrong in principle and a failure in practice. They are not elastic but rigid and brittle. The shock of hoofs and wheels loosen the stones from the concrete, and grind the cement and finer particles to powder. Wet. dry, hot and cold weather cause cracks Concrete Is suited to sidewalks under foot travel but not to roadways sub ject to horse and vehicle use. o Likes Sermons. Dallas, May 13, 1911. Ed. It provides that the United States Bureau of Education shall determine what colleges shall be considered standard colleges, and In the event of its failure to act, a board, consist ing of the president of the University of Oregon, the Oregon Agricultural College, the State Normal school, the superintendent of the Portland schools, one person to be selected by the Independent College Presidents association and one to be selected from the Catholic Educational asso ciation, shall mteet and make a list of the standard colleges1 of the state.
