Impeachment of the Katsura ministry in the lower house of the national diet was pre vented here today only by the nar rowest marign. Accused of contrib uting greatly to the growth of so cialism and anarchy in Japan by un due severity, the Katsura cabinet saved Itself from censure only by a last minute combination with the Seiyukal party, thus securing a bare minority. Public interest In' the charges against the Katsura government has been intense following the execution of Denjiro Kotoku and his fellow so cialists and the lower house was jammed today when Nationalist lead er Inltkais arose to attack the cabi net. Fearful of a popular demonstra tion, however, the government or dered the house cleared during the debate, and only the members heard Inukais flay Katsura and his associ ates. For a time it looked as though the people would resist expulsion, but they were finally overawed by a strong guard. o ... Nearly 300 passengers on eastbound Santa Fe train No. 2 today are un. able to account for their escape In one of the most peculiar railroad wrecks. GOVERNOR APPROVES SOME BILLS Believing tha tthe raising of coun. ty salaries is a matter for the peo ple to pass judgment upon, and In view of the fatt that most of the measures passed by the legislature raising the salaries of county officials provide that they shall be referred to the people, or are bo drawn that the people can apply the referendum to them, if they desire. Governor West this morning approved all the bills raising the salaries of officials In the counties of the state. There are 22 of these measures In all, and they provided for the raining of salaries of every kind of an official, from constable up. None of the raises were large, however, and, because of this, and the further fafct that it is a question which the governor thinks the people of the counties themselves should decide, and which they may decide for them selves by the use of the referendum, he has approved all the bills. Marion County RUls. Among the measures there are two which relate to officers In Ma rlon county one making the salary of the sheriff $2000 a year and al lowing him $3000 for deputy hire, and the second providing that the salary of the assessor shall be $1200 a year and giving him $4000 for dep uty hire. In the opinion of the gov ernor the two measures are uncon stitutional, as the constitution pro vides that no subdivision of a sec tion can be amended, but that the whole section must be set out In the amendment, but he takes the atti tude that it Is for the courts, and not him, to decide this question. o VARSITY STIDEXTS TOOK A HOLIDAY The students of Willamette Uni versity yesterday morning unani mously voted a holiday in honor of Washington's birthday. The chapel services were well attended but In stead of going directly to their classes after the announcements, the whole student body marched from the chapel to the athletic field where President Crawford, of the student body arranged the students in the grandstand and the cheering body vot ed no school. The students then ar ranged some athletic events, such as fat men's races and three-legged races. After these were pulled off, games were played until noon. The afternoon was all used for the fixing up of the track and over half of the boys in the 'varsity worked under the direction of Austin Flegel. At five o'clock the girls gave a "feed" to the workers in the gymna sium and the entire body enjoyed the lunch Immensely.
