The commission says that there are two ro Hons urged against the adoption of the amendment that It. would permit the levying of a tax on Incom.a derived from state, county an(j municipal Indebtedness making It possible to Indirectly tax a state, county or municipality, ui'.i! that the taxes on Incomes should be I reserved as a source of revenue for the state, aoid be levied by the several states. Against the first objection the com mission quotes a statement of Ser.jt.ir Root, of New York, In which h'j de clares that It Is not validly taken, and that the amendment would have no uch effoct as the objectors contend It would. The commission then pro oeeds to give It as its opinion that the prospects of the federal goverpme.it laving indirectly states, counties and municipalities are too remote to oc casion apprehension. In relation to the second obe Hoc the commission says that, from the nature of state Jurisdiction and tne limitations under which a state in come tax would nectHcarlly ! i bid It would be practically Impossible to levy a ataite Income tax effectively at Its source, and concludes with the statement that It believes that the federal government should be grant ed tho right to Impose a tax on In comes, as emergencies have arisen In the history of tho country In the past, and are apt to arise in the fu ture, when the government would he In neej of such a source of revenue.
