Declaring that the constitution of the state guarantees to every city the right to say by a vote whether it shall go "dry" or "wet". Attorney General Crawford yesterday after noon rendered an opinion In which he declares that the, city of Hood River as soon as Its city council takes the proper legui steps may hold a local option election despite the fact that the county at the last elec tion voted "dry". The opinion was made in response to a request from Geo. D. Culberson, of Hood River. The county of Hood River at the last election went "dry' but it Van impossible to determine bow the vote of the city on the ques tion was-owing to the fact that it lies in three different precincts. The Home Rule amendment has a clause In it providing that "cities within their boundaries shall be subject to the local option law", and it was the construction of it, together with the provisions of the constitution, on the subjent that Mr. cuioertson desired. The attorney general says that the clause must be construed with the constitutional provision guaranteeing to rifles the right to vote on the local option question, and tbat In his oplnidn the Home Rule clause will not prevent holding a city election on the question providing the council by ordinance makes provision for juich an election. After the leap the detective looked out of the window and saw Francis huddled on the ground, but when the officer arrived he had disappeared. Francis Is charged with having stolen a watch and $200 from Chris Sprevn, of 244 H Yamhill street.
