After a strenuous hearing Marshal McMillan, of Silverton, has been exonerated aa a public official. He was charged with various misdemeanors and his star was taken away from him for official misconduct. Now, after a full hearing before the mayor and city council, he has been vindicated and his star restored to him. It is so seldom that any public official gets justice in this world that we take pleasure in his victory. There are Btill mean people in the world who put the worst construction on the acts of every official. Now McMillan can walk erect, stick his chest out and wink the other eye, and say I am entitledto live. So far as The Capital Journal has ever heard McMillan is a good peace officer and well liked. ' He is & man who makes enemies, but an official who does not make some enemies is not wortha fig. o- ' WANTED A PEOPLE'S WATER BOARD. The city council should go slow In selecting a Water Board for this city. It has the power to fix water rates and issue bonds and ex pend a million dollars. Terhaps two million dollars will be forced on the credit of the city for water. y . This is all possible, and mountain water is possible, but let it be done right.- In the first place the people should have the first right to buy the water bonds. Denominations as small as fifty dollars should be issued and let the people subscribe. It sounds very nice to deal with bonding syndicates, but the bill must be paid. What sense is there In sending all the interest out of the city keep it at home. A million of bonds at five per cents means fifty thousand a year sent to New York or Europe. Men on the Water Board who do not stand for the popular loan will cost the people dearly. As fast as money Is needed it can be secured on the popular home loan plan. Make the people stockholders in this great enterprise for which the water consumers must pay. Next there must be men on the Water Board who represent the small home owners. The man with a little home, a small lot, a family to raise, ought to be considered. ' Water rates that will protect the small property owner and his family must be had. Men of that class and who sympathize with that class should be put on the water board. Let us have a People's Water Board, as the people must pay the bill, and water is a universal necessity. o BOOSTING ALL THE VALLEY TOWNS. The Capital Journal is receiving commendation for generous treatment of all the vallt'y towns. Salem, as the second city in the state, can well afford to treat all Oregon towns and cities fairly. The development of Western Oregon, and the uplift of West ern Oregon cities means much to Salem. The Albany Herald has a very generous notice of the work of The Capital Journal in this direction: That Aloany is fast being recognized as the "Apple City of the Willamette Valley" is apparent from the well edited article under that head which appears in the Daily Capital Journal of Salem Thursday. The article is a genuine booster for Albany and vicinity .and was written by Col. E. Hofer, tho versatile editor of the Capital Journal, who visited che Albany Apple Show in per .son, and knows what we had here. The railroads, the productiveness of the land, the size, color and flavor of Albany apples and tho splendid growth of this city are all given much space and mention in the article, each receiving its share of comment. The healthy growth of Albany is given . much attention, and the new. armory, the proposed Carnegie library, the tel ephone building, the high school, the Curl building, the Hotel Van Dran, the Presbyterian church and the bitulithic pave ments are well written up, and much credit is due the writer for the splendid spirit in which he speaks of Albany. Col. Hofer alsq compliments the citizens of Albany in having an architect who has left his mark on the public buildings of Albany, C. H. Burggrf, and gives considerable mention to the fine new drug store of Fred Dawson. . o BIG PROGRAM FOR SALEM IN 1910. Starting off with a three-day has big things in sight for 1011. Development Congress, Salem bring mountain water that will spent on sewers, and as much There will be plans completed for a new armory to cost at least one hundred thousand dollars. There will be a new city library building erected to cost not less than fifty thousand dollars. The Methodists will raise $100,000 endowment for Willam ette, build a parsonage to cost $10,000, rebuild Leslie church, South Salem, and the $15,000 Jason Lee Memorial church on Fair Grounds road. One million dollars will be spent on new state buildings, and two millions on residences and business buildings. Salem should put men of courage and business ability to the front in city affairs, and all push. The best type of business men who will serve should be sent to the city council and elected mayor. William Hasslng, an electrical worker who hot and killed hi wife last night at 14th and Columbia street after which he fired two bullet Into his heed, has a fighting chose for life, according to physicians at St. Vin cent's hospital today. St. Louis, Mo., Nov. 25. The ex ecutive council of the American Fed eration of Labor today counter manded the rights of local unious and labor councils of cltlea to de clare boycotts, thereby ending an at tempt of the Newspaper Solicitors' union of San Francisco to boycott the San Francisco Call. The execu tive council ordered that the locals first must obtain permission of the federation executive council. Delegate Andrew J. Gallagher, of San Frunclsco defended the solici tors and Intimated that President Gompers of the federation and President Lynch of the International Typographical union played Into th-j hands of the publishers. The solictors' union of San Fran c'sco, newly organized and small In numbers, started the boycott when the San Francisco . Dally Paper re fused to treat with It. The labor council of San Francisco backed up the solicitors. Four big Interna tional organizations that had con tracts with the Call were Involved to an extent that Jeopardized their In terests. The representatives of these- unions fought the proposition of allowing a single union to declare a boycott, and won out. Union Is to build a $50,000 high school. THANKSGIVING CELEBRATED BY GERMANS The German Society of Salem and vicinity held a fine Thanksgiving cel ebration at Union hall, last night, from 7 to 10 o'clock. There were two roast pigs and large cakes baked especially for the occasion by the German bakery, and other refresh ments were served by the ladies. John Stellman, as chairman of the program committee, carried out a fine musical d literary program, In cluding a number of fine' choruses by the Maennercnor, concluding with the Swiss national song. Director Fred Heyser sang a Tyrolese solo, and was given a recall. The same courtesy of appreciation was given Miss Andregg's solo, and Mr. Haar, who showed himself a very talented pianist. August Maurer rendered a selection In the dialect of the Rheln pfalz, which c-eated a great deal of merriment. The formal ' address of the occasion was delivered by Rev. Hopf, of the State street Lutheran church, an historical discourse on Thanksgiving day customs, and the duty of gratitude to God as the Giv er of all good things.
