It hns been suggested that were sheep excluded from all Nntlonal Forest ranges their places would bo tnken by tho cattle of nearby Bet tiers. This would be true In Borne localities, but thoro nro largo areas of grazing lands within tho Nation al Forests thnt could not bo used to advantage for cattle grazing on ac count of distances from settlements, roughness of the country, nnd the kind of forage produced. Tho ex clusion of sheep from these nroas would menn tho entire, loss of their forngo crop. The forogolng considerations should, I think, be giver: duo weight In making tho Investigation of Hhoep grnzlng which It ls pro posed to undertake.
