Part of tho members of the council did respond and viewed tho work and Mr. Crocker nt that tlmo was present and had In his possession a plan for concrete Invert which Is hereby at tached and marked exhibit "A"' and for tho benefit of tho members who were not present at that meeting, we herewith report what we deem nec essary to overcome nil difficulties which we have claimed heretofere: To build a concrete invert G Inches thick and extend tho Invert out G feet on tho east and west side, run ning same along tho wing walls. Along tho up-stream to drop a cur tain wall 2 feet below tho proposed bed of the stream, plumb, to Insure the gravel banking against same, which will prevent any cutting qf bed of stream. On tho down-stream side, to have a curtain wall dropped at 45 degress to tho face of tho In vert 2 feet below proposed bed of stream to prevent any cutting at that point. Mr. Glocker has agreed to do this free of charge to tho city of Sa lef. The brldgo committee Is of the opinion that tho invert Is good con struction and will make this bridge a permanent structure and recom mended that the same be accepted Respectfully, R. E. DOWNING, P. C. Gamble, bo placed in tho hands of tho fire committee for a thorough Investigation. The system Is to have- 16 boxes and Is to be Installed for ?946. As to tho privilege of stringing wires on the telephone poles for tho Installation of the newly proposed fire alarm system, .Fire Chief Savago was of the opinion that there would be no trouble experienced in tho matter. Councilman Lowe said that as'far ns ho was ablo to ascertain tho sys tem was much cheaper than any other and was ns efficient as tho more costly ones. Councilman Gesner moved that the band boys bo granted the use of tho upper story of tho old engine house on State street for their head quarters for practice. Tho matter of the putting down of tho cement sidewalk along the Wil lamette property from Winter to Twelfth streets, ns first agreed up on, was referred to the city attorney for nn opinion. It was stated by Councilman Downing that a Stato Btreet propery owner threatened to enjoin tho city it tho council allow ed tho walk to bo constructed on any other grado than the ono adopted originally for the ontlro street. ' Councilman Downing mado a mo tion thnt tho committeo on streets prepare plans for the making of the fill In connection with tho Mill creek bridge. Council Steusloff Introduced n mo tion to the effect that the council meet next Friday for the considera tion .of tho plans. At this juncture of tho meeting Aldormnn Gesner and Aldermau Downing had a beautiful spat. Gesner said tho committeo on streets had been directed In their duty In regard to tho grade for tho now street railroad and they should havo followed tho grado established and conformed the track with tho cement walk. "I don't believe the chairman of tho streot committee (Mr. Downing) knows what n grade Is. No attempt was mado to plnco that truck on tho grado and we must bring these people to put their road on the grade." "I am no surveyer," replied Mr. Downing, " but It Gesner says that tho road must conform with the walks ho shows that ho don't knpw much. It would mako the devil sea sick to rldo 'on a track like that." The ordlnanco regulating polos and wjres was read tho second time and referred to tho ordlnanco com mittee. A light was ordered placed on tho Twenth-flfth street bridge. Motions were made to place lights In a num ber of places and they wero Alderman Gesner said tho Mutuat' cannery was erecting a building In tho street. The matter was referred to" tho city attorney.
