Thc case arose over the arrest and imprisonment,, of Ernest Hutchinson, who was charged with selling trading stamps to thc merchants of Portland, without first obtaining a license. The Salem city council at its meet ing last Tuesday evening, read thc first nnd second times an ordinance copied nftcr thc one declared by Judgo Bel linger to be unconstitutional.
