An ofllcer said! they were retreating from Tsalchow. The Russians havo abandoned positions 80 miles south of New Chwang. Conditions at Port Arthur. Now Chwang, June 13. A China man, In the Japanese spy service, has; Just returned from Port Arthur, and says there are 30,000 men there, with many sick and wounded. The food Is sufficient for two months. SALEM, OREGON, MONDAY, JUNE 13, 1904. COLORADO MINERS QUIET Sunday Passed Away With out a Riot Cripple Creek, Colo., June 13. The situation In this district tills morn ing is piactlcally normal. Authori ties, both civil and military, expect no further trouble. Another batch; of unionists will bo deported tomorrow, and this will wind up tho military's campaign of driving men from the district. Tomorrow tho mine owners will issue a statement defining their position regarding unionism in this district It Is expected a ban will only bo placed on the Western Feder ation of Miners, and any other organ ization to which1 metaliferous miners belong. The troops will probably be withdrawn from the district this week. Nearly all tho mines which closed Monday last, after the Inde pendence explosion, resumed opera tlons this morning. Portland, Pride, Cripple Creek and l umerous leased mines, which aro manned' by union men, will not bo allowed to resume aa long as the soldiers are hero. Organized labor in Chicago, through its central body, th'o Federa tion of Lobar, has appealed to Presi dent Roosevelt to send federal troops irito Colorado. The contention of tho Federation was that tho miner's lives were In danger, and it donounced what it termed "the'lawless crusade of the military authorities of Colorado against organized labor in that state." It is re ported that tho Russians have suffered a severe defeat as the result of an ambush at Pulanben (Publientlen) to tho rear of Port Arthur. The Japanese attacked the Russians', and drew the latter on by a feigned retreat. The Russians were trapped, and aro said to havo lost 800 men killed and wounded.
