Tho curious fact remains, however, that "society" Is excited more over tho fact that tho young lady was i'caught" by the photographer In the act of race track betting, than over tho betting itself. After discussing sevoral cases In detail, ho report, In conclusion, Is sues a clean bill of health to the mem bers generally, saying that nothing has appeared to justify finding that any member of the hou3e has profited financially In the slightest degree, or that any member was guilty of Im proper conduct in connection there with. Tho committee feels constrained, however to add that, In their opinion, it would bo well to restrain within tho narrowest limits tho action of members in connection with post offices, and In tho details of other ex ecutive matters, and that tho sever ance of such matters from work of that character would augment tho ef ficiency of the house.
