Adjutant-General Finzor, of the Oregon National Guard states that It had not been definitely decided where or whether the encampment would Up held, though General Funston, depart ment commander of the Columbia dls trict, favored American lake as tho site. It hag been decided that a regu lar mobilization will be held with both the regular army and militia as par ticipants, but it has not beon deter mined on whnt scale the mobilization will be held. The latest plans Is for a division mobilization. In such a meeting troops would bo gathered from Ore gon, Washington, idnno, Montana. California, Nevada and Utah. Wash ington semi-official dispatches state that such a mobilization has been de cided on, and that tho Henry ranch, in San Luis Obispo county, California, has beon purchased for this and other encampments. This camp consists of $22,000 acres and $500,000 will be asked from con- Gross as the purchaso price, a bill having beon prepared for this pur pose. The time of tho encampment will bo during the last few weeks of July or early In August. Should tho division encampmont be decided on the camp will consist of 10,000 to 12,000 men, half of whom will be regulars from tho department of California and tho Columbia. This gathering would be not only the great est mobilization ovor held on the coast or In tho West, but would be as well the first Joining of regulars and state troops In a series of manueuv ors.
