We favor the admission of the ter ritories of New Mexico, Arizona and Oklahoma Into the United States, and we favor tlie early admission of all the territories haying tho neces sary population and resources to en title them to statehood, and while they remain territories, wo hold that theofllclals appointed-to administer tho government of any territory to gether with tho District of Columbia and Alaska, should be bona fido resi dents of the territory or district in which the duties are to bo performed. The Democratic party believes In home rule and that nil nubile lands of tlie United States should be appro priated to the establishment ot free homes for American citizens. We recommend that tho territory of Alaska bo granted a delegate In con gress, and that the general land and timber laws of the United States be extended to said territory. MONROE DOCTRINE.
