Second, The interest of the United States In the public highways built with public money and the proceeds of extensive granta of land to the Pacific railroads should never nave been alienated, mortgaged or sold, but guarded and protected for the general welfare provided by the laws organising such rail, road;. Republican and un-Democratic, and we declare it to bo the duty bf the several state legislatures to take such action as will secure a full and free and fair ballot and an honest count.
