The council unanimously adopted the report. The advertisement wasordored Inserted In the dally papers of the city, of which the Journal was one. Where Is tho swindle about this? If there Is any swindle it will be In tbe city council not paying for what its own records show it ordered done. So far there has been no swindle. Memorial Day.
