The state of Oregon is In the pe culiar situation that too much money is being levied for school purposes; both by districts and the state, caus ing waste and stealing from, tbe school fund. The school tax should be reduced. THE R. R. COMMISSION, It is thought that a bill will be introduced providing that only one railroad commissioner be elected at a session, Tho present arrange ment mokes up tho board of entirely new material biennially. The change would leave a worklnK quo rum of experienced commissioners. It would have to be prefaced by electing the three .his year for dif ferent terms, two, four and six years, respectfully. Oregonlan. A railroad commission to be of any use to tho people should be con tinued in office solely upon a tenuro of qualifications to do the work. If now, untried and inexperienced men aro to be given these offices, it matters little who Is eleoted. The plan to elect one at a timo is well enough if they aro to be chosen by direct voto of the people. . Tho m-csent commissioners have been tried and found truo men of the people. In the investigation or tbe Labish wreok they defended publlo wfety by holding the South ern Pacific liable for the accident. In making up rates of freight they have ordered material reductions, A railroad commission to morely draw salaries and do nothing for the publlo is worse than not any commission. Unless tho publlo can be protected in its dealings by a fearless, intelligent and vigilant commission an efficient commis sion as well abolish it altogether. MISREPRESENTED. Judge Boise has become a convert to tbe movement for tbe repeal of the mortgage tax law and the law al lowing deductions for indebtedness, Ah he is the father of tho measures, his condemnation of them will be ouo of tbe strongest arguments for tbelr repeal. His influence in the state grange, also, will strengthen tho purpose of the legislators con nected with that body, Orogonlan, While tbe above Is very compll mentry as to tbe influence of that gentleman, it does not represent blm correctly. He Is on record .as the author or the Btate CJrauge tax bill, which provides for no exempt Ions except mortgages of record. Ono of tho largest hides evpr tanned is 8 feot wido and 11 fqpt long and weighs 700 pounds. It id ono of a dozen or rnoro walrus hides brought to this city fivo years ago by a whaler from tho arctic. Twelve years ago experiments wore mado on tho hide of the walrus, and it was conclusively proved that it could bo tanned. Then camo the question of a market for tho leather, Which was seldom less than an inch in thickness. Local silversmiths found it an excellent substitute for tho old stylo emery wheel, and from tho first it was a success, used as a moans of polishing silvorwaro and surfacing precious stones. Onco a use was found for it tho price ad vanced until 1800 it had rouched five dollars a pound. Othor firms com missioned captains of whalers to so curo hides for them, and with com petition tho price of tho tanned hides receded to threo dollars a pound, at which figuro it is now quoted in the eastern markets. Tho green hides aro enormous nnd cumbersome, weighing from COO to 700 pounds each. Tho process of tanning them is tho saino as that used for ordinary leather savo that tho walrus - hides aro laid away for six months out of tho twelve, and it takes fivo years to comploto tho pro cess of curing.
