AN ORKGOX MAN POK THC ntKHI- DKNTi.vLTicicnr ;. iaia Oregon lias occupied u dearoo of coiiiplimentnry attention from tho press of tho United states, in con nection with tho make-up or the presidential ticket In 1S92, that has been very llatterlng. it has been an advertisement of the stato through tho channel of the news papers, that is cheap If not lending to anv practical results. There are indications that Oregon litis men who in these troublous time of industrial, financial aud agrarian agitation, may step upon the stage of national polities nud usert their ability as statesmen as they did in the period of tho war when a Sum ner eulogized the greatness of Ore gon's sons to a listening world. Not all that has been said about Governor Pennoyer is dialling, lie has invincible points of strength asartinniug mate with any man. the democrats could put on the head of the ticket. As a stickler for close con stitutioiml constructions, as a master of tho veto bludgeon.ns a suc cessful cultivator of tho farmer and laborer vote, Pennoyer would dis tance In tho raco any eastern demo crat who niiirht be on tho ticket with lilui. But he lacks the enthu Biastic support of tho Oregon demoo racy. That is u vital point. While ills boom litis been made conspicu ous by the Orogonlan, tho demo crats in the legislature have not displayed that hearty spirit of en couragement, which leads a man on to victory. The democrats iu tho lower hous o did not sustain tho governor's poli cies as outlined in his messages, Nota proposition in his last address to the people was put Into bill form and Introduced and championed by u democrat on the Moor of tho house. Nota vote went to him for United States fcenator. Tho freo silver demo crats of tho house went oven bo far us to express a choice for Cleveland for tho presidency, when ho hud just issued his latest gold-bug manifesto. It is tho misfortune of Governor Pennoyer that ho hud no champion of his Ideas on thelloorof the house. This ominous lack of support clips tho wings of his politi cal future. But Oregon has an available man for tho piesideney or vice presi dency Hon. John II. Mitchell, Oregon's senior United States sena tor, in rank of public life aud politi cal honors. In marked 001110111 with tho luck of hearty support for Pennoyer withiu ids own party, thcrouro only wide-spread aud uni versal enthusiasm and harmony for Mitchell in tho republican ranks. When administration senators in nil purtH of tho Union have been defeated by democrats or alliance men, Mr. Mitchell Is re-elected in Oregon with an old-time contagious enthusiasm. This euthuslusm is uot confined to his own party, but Is bu'jed upon approval of his public record, personal populailty and flue Htunding with tho people of Oregon ot all parties. On all leading questions he is with the people. On all vital Issues ho Is progressive and pronounced. Best of all, lie Is In perfect acceord with state and national platforms of liis party. On the question of finances ho is sus tained by his state, tho' opposed to tho administration, while Mr. Pennoyer Is uot sustained by his party, tho' on the people's side. Mark the difference In the situation ot tliufco two leading representative Oregon statesmen. Tho republicans sustain Mitchell for being a free silver mun.' Tho democrats prac tically Ignore Pennoyer and exproas preference for Cleveland, the latter as notoriously opposed to free silver coinage us Pennoyer is for It. On other (mentions Mr. Mitchell Is a leader. Ho is the champion of electing United Btates sentitors by direct voto of tho people, and It Is safe to say that If left to a vote of tho people, ho would dUtuuoe any mun In the state. Mr. Mitchell, on tho pruftldcn.tlul ticket, In iwl, would be u host in himself, po4oiing no elements of weakness us a candidate, but pre senting points of contact that would draw ih-usuuds of thu Independent, ullinnce, labor and democratic vote, No other reptiblloun in the United Htutesoouldso triumphantly pile up the solid republican vole of Amvrlcu and In addition make sueli Inroads 011 the enemy. The state of Oregon takes oil' its hat to the pre-ent house, It salutes a working body of the representa tives of the people nn honest hard working body. Never hos such as sembled in Oregon, and it will go down Into history with a noblo 1 co ord as tho best working legislative body over assembled in this state. Thu organization of tho house was favorable to dispatch of business from tho start. It was organized for work and not. for polities, yet every member ol every party can go homo proud of Its political record ns well. It organized with tho best equipped working speaker thnt over sat iu the chair. Ho pushed the work and discouraged speeches and waste of time. He meant business in every word, every glance, every movement of his body while iu tho cha'ir. There was no lagging, no playing, no speaking against time, no frauds on the people by indoient haste or Improvised delay, to carry or kill measures. In tho speaker lay a wonderful power of dispatch, ami when ho held tho reins llrmly tho legislative machinery worked with a perfect hum, yet did its work well. Mr. Geer made an almost Ideal presiding olUcer, satisfy ing members of both parties by his fairness, quick- lies, Intelligence aud constant busi ness push. His. personal popularity has been great. Yet It is surpassed by tho respect entertained by all for his ability and remarkable tltness for tho position iu which tho house placed him. The walking capacity of tho house was almost nearly perfect In its force of employes. Great credit, is due to tho olllcials of the house for Its splendid record as a working body, and wo take great pleasure in men tioning Uicbo faithful employes heto as well as bpeaker Geer: duel Clerk It. U. Hayes, Beading Clerk G. O. Ilohnan, Journal Clerks Frank Davey and W. II. Hampton, Cnlen- dorCleikT.O. Hutchinson, Sergeant at ArmsJumes II. Stott, Doorkeeper . W. Drugcr, Assistant Doorkeeper It. M. Smith, Mail Clerk C. A. Pugue, Pages Cail Gray, Chester Fox, Guy MePherson. These em ployes havo all been well adapted to their places. They liavo always been courteous and willing to do their duty and havo contributed a great ileal to tho successful record of tho house. Tho composition of tho house was extremely favorable to good work. There were enough lawyers to re duce crude legislation ton minimum. Thero was u preponderance of Intel ligent farmers and business moil tho latter preponderating, making It essentially 11 business house of 11 highly practical cliaracter. Tho re sult was that no bad measures were allowed. Tho lobby was rendered powerless before a body of this kind. Tho example ot the houso was In fectious, and iu tho closing days Its Inlluenee spread even so far as tho senate. Tills kind of a houso Is u lino pattern for future legislative assemblies iu Oregon aud other stutes us well. Tho entire people of Oregon uro gruteful to this houso. T1IK VBT0 31KSSAUK. No general tax ought to bo levied foraiiy other purpose what ever than the general good. This rule, if not Imposed by constitu tional provisions, Is demanded by the requirements ofjustlce. No man should be tuxed by tho government for the particular benefit of any other man, or of any one commun ity. If tho policy Is over established of appropriating money derived from general taxation for local and special purposuM. and tho Hood-gates of extravagant ex pen ill 1 11 res are once opened for such purposes, it will Indued bo u hard matter to ever close them down.
