If the republicans or democrats or prohis. or farmers' alliance, or any other party want to place candidates In tno Held, let thm make and en force their own regulations to secure honest selections. They have full power to do hj. If they want to register the members of their party, they can do It now. If they want to refuse any voter not on that reg ister they can do so now. The ma chinery of the party Is adequate for all needs. There Is no excuse to In voke the law, but the hope that amendments ho ridiculous will de feat tl e whole bill. It now seems likely they will. How Horse Are Trained to Lie Down at - the Ilugle Call. Troop H, of the Third United States Car airy, stationed at Fort Mcintosh, Tex., has, according to the St. Louis Globe-Democrat correspondent, won so much pralso for Its ' unique exhibitions 01 drill, in wnicn me horses seem as much Interested as the mcb, that it Is frequently referred to as tho "fa mous circus troop of cavalry." It goes through what is sometimes called the 'mounted In fan try drill" with great precis ion and Invariably attracts quite exception al notice. Thrco scoro sleek sorrel horsos display an amount of equino intelligence that Is at flrst almost bewildering, obeying tho buglo calls with tho promptness and ac curacy of old soldiers. Tho work of train ing commenced about the middle of Novem ber, 1887, tho drills being for four hours daily, two in tho morning and two in tho afternoon. Tho modus operandi was as follews: The horteaall appeared fitted with surcingles and watering bridles only, each trooper be ing provided with two leather straps, one about two feet and tho other about ten feet long. At a given signal each man led bis horse to a short dlstanco from tno others and fastened the long strap to the horse's right fore leg, just above the hoof, and car ried the end of the strap under tho sur cingle and over tho horse'sbsck, so that the end trailed on the ground of tho horse's left side. Ho then fastened tho short strap to the bone's loft fore leg, just above tho hoof, then raising this hoof tho strap was corned ovor tho leg of tho horse, above the knee and firmly buckled, thus leaving the astonished animal standing on throo legs and wondering what on earth his rider meant At the next signal the trooper sciicd the bridle of the animal in his left hand and grasping the long strap close to tho horse's buck commenced to pull upon this strap, at the same time pressing against tho loft sido of tho animal with hit right shoulder. Tho result of this artlfloa was in all coses, except with tho moit vlctous horses (of which thoro wero not a few), to bring them down with both knees on the ground, as tho strap pulled up the right hoof with a Jerk. A firm and sustained pressuro with tho shoulder then brought tho horse over so that ho lay at full length on his right Side, whereupon, after quieting him both by the voice and by stroking him, a carbine was held in front of him, rubbed against him and held so that ho could smell It, and then discharged. With the majority of the horses this, of course, produced an amount ot terror and tugging and snorting, that, liko tho sccno between tho parrot and tho monkey, can bo more easily imagined than described. This was repeated during each drill until horse and man wero fatigued. In a week at least ten horses would Ho down at the bugle-call without straps by simply patting tho hoof with tho hand and telling them what was wanted. Tlio real work of porsevoranco and patlenco lay with the remaining loss brilliant horses. Thoro were at least a dozen which had apparently como to tho linn conclusion that nothing would over in (hi co them to submit to tho indignity of lying down at full length In tho dust. With those animals force was used, it It true, but It was douo In such a way that tho horso was not terrified, but was mado to understand that his trooper was his master, whom ho must In all things obey. It may bo sulci, en passant, that tho trooper in certain cases fouud out this fact only at this drllL With thoso high-strung and somotimes vicious horses four won wero necessary, using two long straps to throw them, and thoso wero necessarily aided by tho lash of tho troop communaor. in six weeks tho horses would nllllo down, without straps, at tho sound of tho buglo, with tho exception of possibly six or seven, with which straps wero necessary, and one or two which Btlll required tho heroio treat ment. Whllo lying down single shots and volleys wero discharged by tho men firing over tho horsct as rests. Two or three of tho most stubborn brutes wero conquered by sheer pationco and persovoranco. Ono llttlo sorrel bronco, lu particular, was so wild and vicious that his hind foot had never boon shod, nor had ho ovor boon rid den without serious accident, llo was lltornlly "wild, woolly, and hard to currv." Tho trouble with this Imp In equine fo'rm wu putting tho straps on him In tho first place. It was liko tho inieo agreeing that under tlio circumstances tho best thing to bo dono was to put n bell on a collar and put tho colluron tho cat's neck. JUut no volun teers appeared to put tho collar on tho cut. To accomplish tho strappiugstrategy was used, and for n long tlmu without success. Tho strap was laid la a nooso on tho ground and tho horso wits led artfully so that ono of his foro foot would bo in the noose, then with u quick Jerk an attempt was made to catch his hoof, but tho Imp was too quick and would nuver walk Into any such trap again willingly. Hix powerful men with straps fiually threw him ono dsy and held him down. Then his protests commoneed. ills hind foot flow out, and continued to lly out, with a velocity and power that wero woiidarfulandlu tho highest degree exhil aratlng. And the writer avers solemnly thut It there had been auy shoot on that horso't hind feet, 110 nmttor how tightly nailed on, they would have flown off and lauded probably tomewhero across tho river in Mexico. Kind measures were used, however, a long time, and the Imp was finally apparently quieted and allowed to rise. After a time an attempt was mado to throw him aealu, which was nu exact duplicate of tho other. This time, after throwing him, tho lash was applied with a stinging cut to his legs at cvury kick, and this finally tri umphed. In a half hour he lay qulto still, ami suumuirsi to patting on ove.-y part of tils body, Including his feet In ton days he was gentle as any horso lu the troop. By tho last of January, l(v-S, every horsoln tho command would llo down at tho buglo coll, allow firing ovor him la any position, and arUo at the call for rising. Tho best result of tho training was tho establishment of a complete understanding botweeu the horso and his rider, so that tho latter had a perfect confidence in his own aho. Ity to rtdo and manage tho former, and the former, while feeling that tho rider was hit master, was not cowed by cruelty or brutality, VTautetl the Crdlt or 111 Wurk, An aspiring youug man who had written yards or verses for the paper published in hit tutlvo town at flrst mod hit initials, "J.
