Soino Ilcnsons Why the Move ment is Peculiiirly Appro priatC"Clinttanooga Patriotism. Correspondence 8t Louis aiobc-Deniocrnt. CiiATTANoaA, Tcun., July 21. The Chicamnuga National park bill tins puBscd tlic Bonate and bouse. President Harrison's known friend liness to tlie measure makes tlie signing of the 'icta question of only a few days. It is doubtful If con gressmen realized the magnitude and the importance of the project when they voted for It. Certainly the peoplo generally do not know Tho details of what is contemplated have received little publicity. IJy tho bill just passed there Is appro priated $125,000. Thin, it is under stood, will besudlulent for Immed iuto purposes. But it is expected that other appropiations will hi made from time to time. And whet tho work, as planned, is complete, there will bo preserved to history such an object lesson In war as tin world does not now possess. First the legislatures of Georgln and Tennessee will, at their coming sessions, ceclo to tho general govern ment control of the roads and ol tho land to bo Included in tho park, This park embraces tho battlefield of Chlcamauga 7,000 acres. Its boundaries are already defined. There Is no other battlefield of the lato war which has undergone, such slight chaugo as that of Chieka mauga. Tho country roads are just whero they were twenty-Beveu yeui ago. Tlie pine trees look about as they did then; and they aro the Identical trees that stopped the bullets in '03 as Is attested by the countless scars. Thero are tho sume cleared fields and tho same propor tion of forest. Even tho fences are on tho samo lines. Tho bill Just passed provides for tho purchase and tho preservation in its present condition of tho battle field ol Chickamauga. But it goes further than that. It also enables tho government to nci'ept from the states of Georgia and Tennessee the control and care of certain roads out sldo tho park proper, so that the battlefields of Lookout mountain and Missionary ridgo may be pre served and marked. Tho greatest Interest is taken by the peoplo of Chattanooga and vicinity In this movement. Assurances of their heartiest co-operation have been given. Thero is said not to bo the slighcst doubt that Georgia and Tennes8eo will do all in their power in passing tlie project, ah soon as tho roads aro ceded and tlie property is acquired the work of marking tho lines of both the union army and of tlie confederate army upon tho three battlefields will be pushed forward. The positions of ovory brigade which participated aro to be located. This will ho done upon a plan entirely now. Metallic tablets will be east with raised lettoring. Tho face of tho tablet will tie black and the letters wdl bo white. This will give a record practically imperishable. Tho letters can bo touched up from year to year, as t.io immt wears .... away. Un each tablet will lie given .the uamu of tho brigade audits brigade commander, also the regiments or other organizations embraced in that brigade, with their command ers. Then will follow in brief form such Information as will show what part tho brigade sustained at that particular stage of the battle. The tablet will bo erected upon an iron post, and tho faco and piano of tho tablet will show how tho brigade lino fronted and the dlieetlou in which it was formed. After tho roads are ceded, tlie park Is secured and i.'.filil) tablets otllcltilly designating tho positions have been erected, then stntCH and military as sociations will bo permitted to erect monuments at various points. Hut tho plaim and luhcilptlons of t lithe monuments will be subject to tho approval of tho government com miasionors. Besides tho well-preserved condi tions of theso fields, thero Is another fact about tho battles fought upon them which makes this movement peculiarly appropriate. Chleka niauita is notable for tho widely rep resentative character of tho troops who were thero. Every southern state, from Virginia to Texas had troops on tho confederate side, while In the union army were regiments and batteries from all except the ex treme eastern portion of the north. KeutuckliuiH fought Kentiiekiaus, and Teuiu'sseeanH mot TuunesMieans under opposing tlugs. On the slope of Snodgrass the first Missouri eon federate artillery came upon Home of the belonging of the first MUsouil urllllory, U. S A., and what a yell went up over tho capture ! If it wus lu-civksury to find addl- tlnlltil liMiKium fur tint iiinii.iiiil.ii... . . Ill llfiM 111 tll.t I MllftUilltltllllvil lUilL tilk- ject, something might l mud of the bpint wlilcu exUts here. Nowhere in tho Kouth has tho bitterns of, war been burled , dwp s t Chat-1 ttttlOOgll. I When tho reunion oloid with tho mooting on SmulgruM hill, the tu- tml olnt of tho tnUlnUl of, nnd n union Reimral wlinhml fought ABSOLUTELY PURE there made the speeches. Tho confederate, Capt. 1'razler, of Chattanooga, said: "As long as there abides in the human heart any appreciation of dauntless heroism and devotion to conceptions of right and justice, the confederate soldier will never hao occasion to hang his head in shatno or apologize for the part he took in the unhappy struggle which this occasion recalls. It is certainly not treason to anybody that such men should meet as we have done here, to keep alive the memories of our past, and rekindle anew in our breasts that attachment for each other that always exists between men who heroically sufier for a com mon caube. I am sure that I voice the sentiment of every man here with thut beautiful badge of honor on his breast when I declare that there is not in the heart of a single confederate soldier any where a single iciitimciit other than that of loyalty lo tho fiag of tho republic not a single lingering particle of hate or malice toward a single man who wore the blue, and that does not Im ply that our duty to a restored union should actuate us to be always beg ing somebody's pardon and ac knowlcdglng to the world that wo and our comrades who consecrated tills field with their biood were trai tors. No brave adversary would ever expect it of us, and we would be a disgrace to civilization wcie we canable of it." Then cume tho union soldier's turn. Gen. Wilder, of Nashville, said: "Now, my friends, I nppeur be fore you to-day as a muu who fought you for four years as hard and as effectively as I could. I stood up to what I conceived to be my duty, and I accord to you the same hon esty and sincerity of purpose. T certainly have no apology to make for anything that I did and I expect and want none from you. Inly ln fumotiH cowards who never begun fighting until Lee surrendered ex pect tlie men on either side to de clare they are ashamed of what they did. I have nothing but respect for the confederate soluler, and I recog nize his position in this government to-day as exactly thesamo as I claim to occupy myself. I wish I could blot out from the memory of all mankind all record of our unhappy struggle except so' much of it as tends to glorify American soldiery whoso fame Is the common herituuo of us all." And tho veterans applauded tlie union man and the confederate vocif erously. In this happy spirit Chat tanooga welcomes the movement to preserve the battle field and war memories in her vicinity.
