Fifteen hundred men, women and children arrived here yesterday by train aud prairie schooners, antici pating the issuance of the president's proclamation to-day, opening the Sioux reservation. Three compan ies of United States troops aro pa trolling the east bank of Missouri river with about 200 Indian police regulars and special. There will be great difficulty in preventing peo ple from crossing before land is thrown open for settlement. liANDSI.TDE AT LOS ANGELES. Los Anoelos, 'Cal.. Feb. 10. About 0 o'clock last evening a large landslide occurred on the north side of Bellevue avenue, between Cas telar and Rosas streets. Several hundred tons of earth sliding down into the street and covering the side walk for four and five feet. It is re ported that an unknown man was buried by the slide. It will take several days to clear away the earth and determine whether any one is buried below. MILES OP TUB HOUSE. Especially Adapted to Check Dilatory Tactics. Washington, Feb. C In the new rules of the house, which were revised by the republican caucus yesterday, rule 21 omits the pro visions of the old rule forbidding amalgamation of two pending reso lutions and treating the river aud harbor and post-route bills as peti tions in their introduction. An other important step to prevent filibustering is found in rule 22, which has reference to the intro duction of bills. Under the former rules ono member would on Mon day prevent the transaction of bus iness hi' introducing bills and read ing them iu full. Under the pres ent code no provision is made for bill day on Monday, and when other puolic busiuessis pending bills will be read by title only. Iu rule 23, section 21, which re quires the committee of the whole to rise when without a quorum, a clause is inserted after the word "quorur.," as follews: "which shall consist of 100 members." What may be a change full of significance, oc curs in section 3 of the same rule, requiring certain measures to be considered in committee of the whole. This is in the opening sen tence which reads: "All motions or propositions originating cither iu the house or senate involving a tax or charge upon the people, all pro ceedings touching appropriations of money." The words, "oiiginating iu the houe orseuato"are newly in serted, and would appear to recog nize the iong-disputt-d right of the senate to originate tariff and upproprlati n bills. Another important change in the line of expediting business occurs in section 4 of the same rule, which prescribes the order of business 'in committees'. The change reads: "Or such order as the committee may determine, unless tlio question to be considered was determined by the house at ihe time of going into com mittee." The effect is to relieve the house from the necessity of laying aside bills and proceeding in order, which offered large opportunities for obstruction. Another change in the same direction is in section 0 of the same rule, wliieti permits the committee of the whole to limit or close debate without rising or going into open house for an order, aud forbids debate on a motion to alof-o debate. Radical changes aro made In the order of business, etc. The democratic caucus last night listeued to the new rules expounded by ex-Hpeaker Carlisle. There was much indignation at the obnoxious features, but it was decided that If tno republicans give time lor con sideration and some for debate when called up for action, the demo crats would interpose no unusual obstacles. In tho Oregonian of the 4th inst. was n special telegram from Tacoma which read as follews: "Ta coma, Feb. 3. Maude Bowers, bet ter known as-Jcssie Forest, a white girl, aged 15, commited suleidfc to night at the Globe lodging house by taking nn overdose of" morphine. Her mother, for the past ten years, has been living a life of shnme aud came here a sltrt. time ago from Sa lem, Oregon. t Up to a few months ago the young girl led a virtuous- Jlfe, notwithstanding her associa tions, but finally she fell and took up with a negro, as did her mother. Salem got too hot for them, and thej came to Tacoma, where the guilt liaison was continued. It is under stood that tho girl was infatuated with her dusky lover, who had promised to marry her. Failing to do so, the girl became despondent, and three weeks ago attempted to kill herself. Since then she has repeatidly threatened to make wuj with herself, being unwilling to con tinue her life of shanio. The para mour of her mother is in jail, while her own betrayer is cither iu Salem or Wala Walla." All tho parties in the above casoTare known iu Salem. The young girf was quite handsome and while hero led a virtuous life, notwithstanding her mother was ol a very low type. The negro who figured In tho case is supposod to be "young McCleveland" who made himself quite conspicuous while hero by drawing a revolver on Robert Ford Jr. one night. It 1 said he is now languishing in the Wash, state prison for stealing some jewelry, etc. . Quite An Expeiuence. Yester day morniug Sam Vandersol and Oscar Johnson, set out for the Mis sion bottom to view the scene of tin Hooded distiiet and before they re turned to the city, encountered somo lively beetles. The road it badly washed out iu several placet and it is not very convenient foi travel by buggy. They reached Kaiser bottom though without much trouble, and in driving over it they ran into a bed of "quick sand"and for a time it appeared nsil horse, buggy aud occupants would sink entirely out of sight. Their cries for help vere answered by five or six farmers who were iu the vicin ity, and with their assistance suc ceeded in extricating tbcmsclve? from their unpleasant position, aftei an hum's hard work. They sau many strange sights on their trip. At one place a barn had been badl demolished and strewn around it was a lot of farming implements, logs, driftwood aud a great mass ol drift that had collected, makine quite a wretched sight, and right in the midst of this was a good old motheily hen, who was quietly sit ting on her nest, with nu air as it to say, "I am monarch of all Isur ey." The boys report the tw spans of the big bridge still on tin bank of the river some three-fourths of a mile from Kaiser's school house, and about four miles down the rivei from Salem. Crawford, S. R. T. Jones, L.P. Evans, Jesse Looney, Daniel Dur bln, G. M. Fry, nnd Silas A. Jones was appointed foreman. Judge Boise, after swearing them In, gave the jury a plain, intelligent statement of their duties, counsel ing them to present indictments wherever sufficient conclusive evi dence of crime is produced, but cautioning them to present no friv olous charges nor allow persons to ilr their petty grievances at tho oxpense of tho state. He instructed them to hear testimony on both sides so far as within their reach aud to find no Indictment un til the testimony at baud would be sufficient, if produced on trial, to causothem a3 good citizens to con vict tho accused. He Instructed them especially to look into tho matter of selling liquor without li cense, and, as provided by law, read to tho jury the section of the stat ute in relatiou to libel, and that in relation to prize lighting. Yesterday morning about ten o'clock people began to arrive at the postofllcc and by 10:30 the num ber congregated around that vicinity numbered up Into the hundreds. About 11 o'clock a boat was sighted, joining across the river heavily load wit ii mail. It arrived at tho post i 111 co shortly after eleven o'clock and postmaster Gilbert with his able forco of clerks were soon at work on the two wagon loads. Tho letter mail was not as largo as. was looked for and was soon distributed. The sight around the lock boxes was an animated one. As soon as n letter was placed in a box it was eagerly sought by tho huppy recipient, and after the distribution if several thousand letters, the va rious boxes looked as empty as be bre. The company has lately added to the editorial staff, two brothers named Hofer from Iowa, who come recommended by Gover nor Larrabeo and other prominent men as being first-class journalists. J. W. BIssell, Pros, of Upper Iowa University says of them: "These gentlemen havo been on the right side of every moral question in tho state." Wo aro glad to learn that men of this type are coming Into tho state to engage in journalism, as it is a lamentable fact that a largo num ber of the papers published in tho stato are edited by men who aro not calculated to elevate tho morals of tho reading public.
