Ono would think to read the advertisements of some of the merchants that this is a very poor place to do business In. They arc continually SELLING OUT AT COST. How do the keep up? Are they supported by charity, or aic they and their advertisements frauds? Hpcir thp Piith' Salera is a prosperous and growing city, and nil its merchants are doing well and making money, and any right-minded man knows that wnen a a merchant advertises to sell "at ceit," that it is always at what it "costs the buyer." Men do not go Into business for fun or for their health, but to make money. m 16 Capitol Adven never advertise to sell off at coBt, yet we arc constantly 20 to 30 per cent, lower than any other house in Salera. Why? Because we buy from first hands and for cash, aud get our goods cheaper. M0RK POST OFFICE IMl'JOVKMBXTS. Tan West to Itocelvo Ihio Attention in Regard to Mail Sjrvicw Taster Time Probable 4 SCO, Jan. 3. R. I. Ban FiianciSco, Eokurson, usxistant faUperlntcudpiit of tho United States Rullwny Mail Servece, is tit the Grant! 'Hotel. At tho lcnuest of Second Assistant Postmaster-General Vlltfield. Mr. Eekerson set out last October from Washington to ascertaiii tho condi tion of the mail service in the West, and make such recommendations as the needs of the peoplC seemed to dematid. Ho has now visited Colo rado, Wyoming, Utlli, Idaho, Washington, Oregon add California. Ho has lH.cn in sal ions pnils.of tho Siate for some weeks, ami lias trav elelbyrall alone many thousuuls o' miles, and has staged It in the In terior and rodo on horiobaclc over l.'OO miles. "It is the intention of the second Assistant Posiuastor- General to mateiiully improve the ijidl service of tho West," said Suprluieiident Ejkerson, "Tho work ut Washing ton is subdivided, and the Western service Is handled by second Assist ant Whitefleld. Ho Has particu l.nlv in view the improvement of the star-route sjrvico. t During the Cleveland) t'hninhtra tion it was decreased till over the Pacilie coast, and hi many instances mail routes and pnstofiict'S weie clos ed down altogether. It is the Intention of the Postofllco Depart ment toiucicn'-c the service wherever it will in tiny way aid I he people. It is Mr. WhlteJU'ld'H ides that- one pioneer in the West needs as many accommodations in the way of mail service as six residents of the East. It is on that principle that ho is wniking. lie believes in helping out Western flettleis rather than placing restrictions on them, be cause they have gone to develop a njw country. In furtherance of t lis nearly all the mails of tho star- r into bei vice f bat aie now being car r.ed twice ti week will bo incieased to thrcetlmcsa weeic. Those carried three times a week will bo increased to six. Postolllces will bo establish ed wherever they arc demanded, too. It is not the intention that the Western mall routes shall be self- sustaining. What do the people need? in tho only thing to be con- skleied. "The former appropiiation for the star-route service during tho fiscal year was $00,000,000. Lately $300,- 000 was added to It, and tho im provements in view are to tho full extent of the appropriations. Mr. Whitlicld now frequently allows for thesuppurt of a frontier postofllee an amount equal to live times the gross tecelpts. A great many post olllces are an expense, but It is meant they should be During tho dfcal year ended Juno 30, 18S0, the Postolllce was not sustaining by (i,8DO,000. 'There is no question that tho West can count during thlH admin istration on a marked improvement In the mail seivice. In regard to tho fast trains which have been put on, I can nay that they aie a fixture, and that tho timo between this city and tho Eist may oven be shortened Jive or six hours or more. The fast tra ns aro a wonderful advantage. My principal object is to advance tho service. Since all tho present contracts expiro on June 80th, new contmelB will bo at once made for tho following four years. When ro 'OinmenJatioiiB aro mado for in- or a-cd service, mme nnuiey will, of course, be paid for delivery. Tho department wants caiofnlly com piled information about tuo routes."
