Women far and near have been defrauded by these promises. Either the person forwarding the money gets no answer at all, or the materials and implements sent aro worthless, or the finished work is rejected even If well done, or other obstacles are placed in the way (the object being simply to get rid of her.) The parties advertising make frequent changes of name and address. Women's Associations should give this warning the widest posslblo cir culation. Such general concurrence will save multitudes of women from sorrow and loss. The Soliciting Committee Aro Work Their Circular Issued. Where Tkey are From. This winter, or spring rather, tho bulk of the letters are from Missouri, Arkansas and Texas; in former years Iowa, Illinois and Colorado predominated, with Kansas and Nebraska slightly In tho rear. Indiana sends a good many inquiries and occasionally comes ono from the extreme south. Jlrs. Malloy Agsln. A telegram from Laportc, Iud., says that "tho notorious Mrs. Emma Malloy was recently married at Sa lem to her cousin, Morris Uarrett. This returns her to her maiden name. She is now playing tho rolo of an evangelist and is at present engaged in conducting a religious revival at Salem, Oregon. Her former hus band, Edward Malloy, from whom she was divorced, is living In this city." At tbe l'oor t'ai in. Under tho diligent labors of ltov. 11. F. Moody, tin Interesting Sunday school has been organized at tho C. P. church. It meets at 10 a. in.,tviid the attendance and Interest yester day wero both satisfactory and Mat tering, Mr. Moody la rapidly build lug up tho church In all directions. Salem must have woolen mills and other manufacturing enterprises. Tho city's transportation facilities, fine water power, and other advan tatres aro iroimr to waste, while a moderate amount of energy and activity expended in the proper direction would make tho capital city tho natural business center of the great Willamette valley, a thriv ing, growing city, teeming with life and industry, with her business and population rapidly doubling up. The tide of immigration toward Oregon, if the signs of tho times are not misleading, point to an era of wonderful growth and advance ment in tho towns of Oregon, and the question as to whether or not Salem will embrace the opportuni ties as they present themselves for the upbuilding of tho city, or wait drowsily for other towns to outstrip her in tho race for commercial su premacy, is a question for the citi zens of Salem to consider. This city lias the natural advan tages and needs only tho requisite push and enterprise on tho part of the citizens to accomplish tho desir ed ends. Tho soliciting commltteo have commenced the work of raising the subsidy of $20,000 for tho woolen mill. They have addressed a circu lar stating tho proposition and re questing assistance from those who aro able to give and will be benefit ed by tho establishment of extensive woolen mills here. The circular says that the proposition mado by Mr. Kay, has been discussed at various meetings held by tho Board of Trado and its committees, and It is fully demonstrated that he and his associates have tho means at their command to make the enter prise n success, and that ho comes to us with the prestige of a compe tent and successful manufacturer. Tho terms of payment upon tho subscription aro as follows : 12J per cent, on March 1, 1889, 23 per cent, on July 1, 1889, and tho remainder on December 1, 1889. All payments aro to bo made to a Board of Trus tees belectcd by the subscribers, and tue conditions ot payment aro so securely guarded, that no failure upon the part of Mr. Kay and his associates will result in any loss to the subscribers. Tho present is regarded as an op portunity which wo should not al low to pass unimproved. That the erection of tho proposed mill will bo of infinitely more advantago to Sa lem than tho amount of tho subsidy asked, admits of no argument. Are you a property holder ? Are you a mechanic? Aro you a business man? Will not this enterprise greatly Inereaso tho valuo of your property, tho demand for your labor, tho volume of your business ? Salem Is now entering upon a pjriod of prosperity which should not bo checked by any disposition upon tho part of our pooplo to neg lect this opportunity. The appeal is Issued for a subscription, not as a donation, but as an Investment. Tho circular closes with the admo nition that "tho most prosperous towns on this coast to-day, aro those which havo the most liberally adver tised their resources and subscribed to subsidies to develop manufactur ing Industries. Other towns aie now ready to accopt the oll'er of Mr. Kay, in case it Is refused by us. you cm not afford to withhold your support. Minor personal objections should bo waived in deference to what appears to bo tho popular judgment. It is not alone the Im mediate and direct benefit that Is L result from the building of this mill, but tho prestige which success in raising this subsidy will give, that should have weight In muvlng you to act. Tho question for you to de cido Is not, are you opposed to sub sidies, but do you want a woolen mill?" Tho Jury List Heavy Docket The February Term. At one o'clock this afternoon the circuit court of Marion county was declared in session for tho heariugof cases in the regular February term. The civil docket consists of forty-ono cases. Ot these seven are thoso who have sought to havo untied the matrimonial knot, and twelve are simple actions for money. There has hardly been one day this winter during which the sun has not shone, but ever sluce the 20th of Jauuary we havo had a series of calm cloudless days, each seeming ly more charming than its prede cessor, tho mercury varying from 30 to 40 at sunrise up to 55 and 05 at three p. m. Yesterday seemed the very culmination of all that is pos sible in lovely weather, the sun pouring down his rays from a dark ly beautiful blue sky through an at mosphere that fairly sparkled and daz.led. Thousands of people were wandering about over the roads and surrounding heights or gaily prom enading tho sidewalks. Old Ore goulans begin to suspect however, that tho Kansas and Iowa immi grants havo imported their dry weather over here, and begin to long for the customary rain showers of our winter. Mias Lizzie Webb is in tho city visiting friends beforo joining the family at Fresno, Cal. Mr. Baker of this city is visiting in Baker City, tho guest of his daughter, Mrs G. O. Hoiman. Miss Jessie Gill of Portland ar rived in the city this morning and is the guest of Miss Edna Moody. S. H. Cook arrived in the city last night trom Iowa, and has taken a position with the Oregon land company. Grant's mill is just receiving a set of new rollers and will soon bo better than ever prepared to Issue its floury address. In November 1883 there wero 217 convicts confined In the Oregon penitentiary. To-day tho same in stitution has 285. His friends in this city will be pleased to hear thatE. L.L. Johnson has seenred a clerkship in a San Fran cisco dry goods house. There was another runaway this morning. Tho Steam Laundry team scraped up the dust with the wagon. No one was hurt but the wagon was fractured. Strangers visiting town will find books and newspapers at the W. C. T.
