The plan ia to build n concrete dam acrcss the Rio Grande above McAllen and distribute the flood waters of the Rio Grande out thousands of acres of land on the north and south banks of the r.'vcrv It will be necessary to abtaln a treaty with Mexico before the dam can be constructed.
