Adv The following letter has beep re ceived from the Public Service Cera mission of Oregon, which explains the reason for the discontinuance or flat rate air heaiing rates: "October 6th, 1917. California-Oregon Power Company. Klamath Palls, Oregen: Attention Geo. J. Walton, District Superintendent: Dear Sr We noted In the Issue of the Morning Oregonlan for Sunday, Sept. 30th,-a statement from Klam ath Falls, that the managers of the Link Rlyer Electric Company were circulating a petition to be presented to the Commission asking for a re consideration pf our order In regard to air-heating rates. We are unable to determine from the nature of the article the exact complaint which these people may have, and would appreciate any ad vice you may be able to give us upon the same. To avoid any misunder standing we wpuld suggest that, if you have not already done sp, ypu should Inform those parties Interest ed as to the conditions which have prompted the Cpmmlssluu to elimi nate the old rate for air-beating ser vice. Estimates of the consumption under these flat rates by the air-heating equipment maintained by custo mers under the old schedule, together wth consideration of the revenue ob tained for tbs service, Indicate that the company received a very sml) fraction of Ic per KWH of energy de livered, or, In other words, that the supply was furnished at less than the actual additional out-of-pocket cost which It produced. Under such con ditions, the rate as it existed before the order was made caused an actual unjust discrimination to exist be- tween classes of service. One of the fundamental theories of rate-making must be tbat service of small value, that Is for which the cus tomer can anora to pay only small unit cost, can, without "producing an unjust discrimination against other classes of service, be given a rate low enough to attract h business, pro vided that the sam does not drop be low the actual addition! cost as here- tofore noted, As yet we have received no further Information In regard to this petition, but desire if possible tp have any mis. understanding corrected before fur ther steps will be taken, - We will appreciate your consider ate attention of the matters herein discussed. Yours very truly, PUBLIC SERVICE COMMIS SION OF OREOON, By H, H. COREY, Commissioner. We also give below an extract from PUT CREAM IN NOSE AND STOP CATARRH Tele MewTe Oven Cleaved Nee. an sM HeM-cetes. You reel Hue in a lew imitueiita. Your cold In bead or catarrh will bo gone.
