The following suggestions are made by O. A. Price, director of publicity for the Second Liberty Loan at Wash ington, for observing the day: "I would suggest that you have leaflets containing the "Star Span gled Banner' and 'America' printed and distributed to the congregations, with the request that they be sung during the services. "Also, I would suggest that you have every church bell In jour dli trict tolled for ten minutes In the morning. "If possible, arrange to have church societies march thru the streets to services, each member carrying an American flag. Oregon Serbian Conditions Are Now Critical LONDON Sept 30. (Correspond, ence of the Associated Press) The situation In Serbia today Is summed up in a communication received by the British socialist party from the executive committee of the Serbian socialists. It says: "The Serbian population in the por tions of our country occupied by Aus tria-Hungary is now 2,218,000, ac cording to official census figures pub lished in the official Journal at Bel grade. The population normally would have been 3,170,000. There Is, therefore, a reduction of 952,000, or 28 per cent. The male population has been reduced br 38 per cent. There are now in Serbia 144 women to 100 men. "In the districts occupied by Bul garia, the reduction In population Is 300,000. "Dr. Otokar Rlbar. the Austrian! relchsrath deputy, declared in the Vienna parliament on-June 2 6 : 'Ser bia will be saved, but there will no longer be Serbs.' He said these words when protesting against the greatest crime committed In this war, the de portation of 30,000 Serbian women, children and men from the depart ments of Vranje, Nish and Plrot, and their Internment in AslaMinor. Amang these 30,000 there were 8,000 women and young girls, delivered over to the Turks. Of these a great number com mitted suicide by throwing them selves out of trains conveying them to Asia Minor. "The deaths among war prisoners and those interned are put at from 60,000, to 80,000. After the retreat from Serbia and the reconstruction of the Serbian army, about 30 per cent died at Corfu. Our losses on the Sa lonika front have been about 50 per cent of the Serbian forces which faave taken part In the operations of Gen eral Serrall's armies. "Sixty thousand Serbian families in Serbia require succor this winter. They have no means of living except the little we can send to them. Their sufferings during the approaching winter will be very severe. UNCLAIMED MINE FIELDS REPORTED AFLOAT CHRISTIANIA, Oct. 18. Drifting mine fields are reported along the whole Norwegian coast from Lister land eastwards. Off Hallo twenty mines were seen drifting north to Chrlstlanta Fiord, and from Halvo many explosions have been beard. The drifting minr fields are sur rounded by a mass of drifting wreck age. Norwegian motor boats have salved many casks of wine, margarine and whale oil. Other boats report en countering "great masses of glass balls rolled up In steel wire and rope work, which seemed to be a type of U boat net." The ownership of the drifting mine fields is a matter of doubt In the minds of some. Certainly nobody Is anxious to claim them, .for they do not conform to the rules of The Hague convention, which prescribes that mines shall be so constructed that they become harmless when adrift.
