Now we cannot gat dyes on account of the British blockade and we are paying the penalty of our refusal to compromise among ourselves. We bow see the necessity of making oar own dyes, building ap a tremendous Indus try, employing a large force of labor. and being Independent Now tke value of protection In this Industry, at least has by reason of crushing force of circumstance, lav pressed the minds of our more in telligent democrats.' Now "American capital aad Ameri can enterprise are both seriously con sidering the possibility of entering the field," because there Is a general feel ing in business circles that the life of the deraocrarcy is a short one; that the war will afford ample protection for some moatks more, and that the republican party will put the Industry on its feet la 181T. DIRECT LEGISLATION IN OREGON THE following constitutional amendments were referred to the people by tke legislature at tke com ing general election, November 7: Amend. Sec 16, Art V, giving gov ernor power to veto single item la appropriatioa exemption kills. Amend. Art IX on tax exemptions by adding section numbered 1-B ex tending exemptions. Amend. Sec. 8, Art 11. relatla to negro and mulatto suffrage restric tions nOW CTlStlBX, Petitions are to circulation propoo- injr Initiative measures to be voted oa at the same general electien: People's Land and Loan Law, pro viding that all land rent be collected u public taxes, whether the land Is used or not This is new form of the single tax, and is proposed by W. 8. U'Ben and State Labor Federation. Two Sunday legislation bills are be ing Initiated to repeal the antiquated Oregon Sunday law, but one proposes a more drastic law. It Is what Is known aa tke One-Day-of-Rest-ln-Seven law promoted ky a state Sabbath closing organisation headed by Rev. Tufts. The act to repeal and abolish the old Oregon Sunday closing law Is pro posed by the Independent Retail Gro cers Association. The women of Oregon are Initiat ing a bill to abolish compulsory vac cination and medical treatment mak ing It optional. Clackamas County Fishermen's Union initiates a bill barring acmes, traps and tsbwhecls oa the Columbia river. There will probably be some minor measures for county division or re moving county seats and possibly tea bills on the ballot e Scattered Shots THE MAN who seeks renominatlon should do so on bis record of efficiency, not by blaming his Inefficiency on others. THIS KIND OF WEATHER makes those who rushed Into "athletic lengths" wish they kad waited. THERE ARE no regrets expressed over tke peace rumors unless, per haps, by the munitions makers. CRATER FOREST LANDSJILASSEO BIG TRACT OP TIMBER AND SOME FARM LAND IN MT. SCOTT PROJ ECT, BUT THIS CANNOT BE TILLED, SO ALL IS WITHHELD Announcement Is made today by the district forester, Portland, of the final classification, by the secretary of agriculture, of the lands -within the Mt Scott project on the Crater Na tional forest In Southern Oregon. This project covers an area of 51,- 168 acres lying Just east of Mt Scott elevation 8, 938 feet), between Crater Lake National Park and the Klamath Indian Reservation, and Is about twen ty miles long, by three to five miles wide. The northern boundary of the tract Is eighty miles south of Bend, and the southern boundary fifty miles north of Klamath Falls. Kirk, on the Klamath Falls branch of the Southern Pacific railroad, Is the nesrest rail road point It is estimated that the tract con tains over 886 'million feet of timber, made up largely of western yellow pine. The average stand of all species of 17,000 feet to the acre. The aver age timber value per acre, It Is said, has been estimated at 885. Part of the area, containing 297 million feet of Umber, Is now under government timber sale contract at 83.371-8 per M. feet for the yellow pine. Although much of the topography, Is favorable to agriculture, the climate and soil conditions are said to be un favorable. None of the tract Is be low .5,000 feet altitude, and close to perpetual snows. Hence, killing frosts occur every month, and are liable to occur any night In the year. The soil ls'pumlce and gravel, and, it is claim ed, cannot be Irrigated. Furthermore, the soil is pronounced devoid of or ganic matter. No similar lands in Oregon have ever been successfully farmed. The region In the vicinity of Sand Creek is known to be very rough. The canyon of this creek, 250 feet deep. Is a striking topographic feature of the area and contains the famous "Pinnacles" of the Crater Lake coun try. In view, therefore, of the low agri cultural value of the area, and Its high forest value, the secretary has classi fied the entire tract as chlefiy valu able for forest purposes and not sub ject to homestead entry under tke pro visions of tke acts of June 11, 1808, and August 18, 1818. m Weedmen ef the WeriS Important meeting Tuesday night to consider sending delegates to district conventioa at Grants pus. other business will come up.
