From widely different sources there have recently come rumors that the central powers would welcome over tures from the allies. The new rumors are that Germany has reduced her de mands, and that no Indemnity will be asked from any power. Undoubtedly the people of the cen tral powers are feeling the pinch of hunger. The eeasona of 1914 and 1915 were bad for crops, and aa there arc few laborers left to plant and cultivate crops of any kind, and aa the blockade prevents the receipts of foodstuffs, It la plain that the warring countries must be short of food to an alarming extent.- The reports are that the women In many places have engaged In riots and have called for peace. To the onlooker In this country It would appear as If the time had ar rived for the rulers to take stock. The war has been raging for more than a year and a half, and during the past (ew weeks very little progress has been made. On all fronts there la a practical deadlock, and In all recent attempts to advance the loss of men has been terrible, while the gain In ground has been small and of little strategic Importance. Last New Year the seers of Europe made the prediction that on AprllMd the war would end.
