The army posts have been largely dis tributed In the past as political favors rather than by strsgetlc choice. It helped a congressman pr a sen ator to have a post In his district. Dut It resulted in the army being scatercd alt over the country. Gen eral Wood cam out for mobilisation of the standing forces Into half a doten no mors concentration pouts. He wanted to abandon Isolat ed garrisons and keep the army near big centers. Wood's grestest achievement as the head of the army was the devel opment of the mltltla as an author ized auxiliary of the regular army, He has persistently boosted the "re servo enlistment" plan. Tho retiring chief of staff Is a fine sprinkler, figure of a man. He Is over six feet, In height, has the neck, arms and - trunk or a gladiator, a face that Is I Orm and purposeful, and makes a fig jure In the saddle like Mars, himself.
