The bill re quire that all Fin that reilat Rus sian mndo law must bo tried by a juuiwlan court. I Introduced by the ministry ot Jus tice, the mcasuro Is designed to affect .all offense In which bureaucratic In 'genulty can discover tho slightest semblances of political motives, and Includes murder, any attack on police or military, damage done to railways, molls, telegraphs or telephone, the manufacture or sale of bombs, aad eten any attempt to prevent the ap plication of Russian laws to Finland. The purpose is admittedly to sweep as many Flui as possiblo Into the wide net or Russian law and Russian court procedure. It is even worse than the laws which George III of England evoked against tho Colonies previous to tbo Revolutwn. An explanatory statement filed by the ministry wIm the bill I said to be full of grpsa misrepresentations, am ong the moat flagrant of which is the assertion that the opposition to "Rus slflcatlon" come from only a small section ot the Finnish peoplo. This 1 made in the faco of the fact that the Finnish Diet, which Is one of the most representative and democratic parliaments In the world, I contin ually and emphatically protesting agalnat various form ot Russlna aggression. Describing Uie bill today, the DenJ, a leading Liberal organ, In a specially prepared article aald:"lt means the stealing of Finland's freedom. What remains, for lnstane, of the freedom of the pre, under regulations which can regard any tree word as criminal? The ministry of Justice evidently de sire to level Finland with Russia la the matter of lawlessness, step by step." The fate of tho measure which came up today lies with the Octo brlsts, who bold the balance of power In the Duma. How they will vote when the measure reaches that stage, probably the latter part of thla week, I a yet problematical. I AABELLHAMaiSOM V fat 7-Mii-':u;'B.j - M t Ur. r a 1 ,J. ': ' 8 Tm !
