It this should happen then we can feel sure of seeing some rather lively times this summer. There will be all the sewer work, street paving opening of 8econd street and the mil lion of dollars that la going to be' spent In Improvement by owners ot private property. This should .give mployment to a thousand or moro men. We do not know who Is responsible tor the promises mad on behalf ot the city, but if the people waat It and are witling to pay the cost, we hope that they wilt com true. We are anxious to see more money being spent In KKtamath Palls, but we be lieve tha aa much ot this mony as possible, should come from the out side. The little money la Klamath Falls has, been spent so often that It la becoming worn out. and we should get some new money. In order to encourage outside cap ital to Invest here we believe that the surest way would be to place the financial condition of the city In such shape that Investments here would be attractive to foreign capital. It Is a difficult matter to persuade money to Invest In. a city that If financially bankrupt, however great Ita re sources, and we cannot see bow the credit of the city I to be re-established under tb new charter, which provide for more ladebtedaess with out Increasing the revenue. The Herald has fought for what It believes to be right, and If It lose we do not believe that the time aad Sort baa been wasted. There haa been more Interest taken la loday'a election than in any election for some time, and that la the main thing to be secured. TUB present disastrous floods of the Mississippi River aad the In- uldatlon of tbe surrounding lowlands through tbe breaking of levee sug gests the Inquiry: Are floods In creasing In the United States? Present conditions are admittedly most unusual, floods of both the Ohio and Missouri Rivers swelling the already heavy flow of the Mississippi itself, and this haa created what will probably pass down In history aa the worst flood of the Mississippi since the settlement of tb country. Precipitation either snow or rain must ultimately take two courses, eltker along tb surface of the ground directly Into water courses, or Into tbe ground by percolation, .with sub sequent discbarge Into tbe rivers by seepage. The water which causes floods Is that part of tbe precipitation which Is not absorbed by the ground, and which, therefor, must flow along the earth's surface. According to M. O. Lelgbton, chief hydrographer of the United State geological survey, In Water Supply Paper 114, which contains papers of tb conservation of water resources, "there ar five classes of agenclea or conditions affecting the flow of streams. Tb flrst Is climate, under Which ar comprised rainfall, evap oration, temperature, wind and bu mldlty. Although these ar exceed ingly variable from day to day and from season to season the observa tlons that have been recorded Indi cate that a period of years embrace all conditions, so that tbe mean of tbem-may be considered fairly con stant. There la vary little evidence, except ta special areas, that reveals any progressive and permanent ehang la climatic conditions.
