(gi Annual City Estimate On or before the 1 1 i v I Monday in October of each year, or on such '';tc as shall be fixed by the council, the Commis sioner of Department No. 2 shall submit to the coun cil an estimate of the propable expenditures of the city government for the ensuing fiscal year, stating the amount required to meet the interest and maturing bonds of the outstanding indebtedness' of the city and the warrants of all departments of the municipal gov ernment in detail, and showing specifically the amount necessary to be provided for each fund and depart ment ; alio an eitunate of the amount of income from I'nes, licenses, water rents, and all other sources oi leveuue, exclusive of taxes upon property, and the probable amount required to lie levicl and raised by taxation to defray all expenses and liabilities of the city for the ensuing year. Section 78. Streets and Highways, Light, Water and Sewers. Parks, Cemeteries, Public Hnildings and Grounds. (a) The Commissioner of Department No. $ shall have charge of Department No. 3. (bj Street and Highway Improvements When ever any street, avenue or alley is to be paved, graded or macadamized, such work shall he done under the supervision of the Commissioner of Department No. 3 who shall procure the materials through the Commis sioner of Department No. 2, and such work may be done by contract or by day labor as said Commission er in his discretion may determine. (c) lie shall furnish a good and sufficient bond for the faithful discharge of the duties of his depart ment. (d) He shall appoint all such officers, assistants and skilled employes as may be necessary, and may secure the services and advice of hydraulic engineers, special council and other experts for such compensa tion as may be approved by the council, lie shall pre serve the water supply of the city from impairment and pollution, and secure at all times a supply of pure water adequate at all times for the growing needs of the city. I le shall cause comparative investigations to be made of all available reservoir sites, and such water supply, and report thereon to the council with his recommendation. He shall prepare and submit to the council measures for storage and augmentation of the water supply, and cause adequate water measurements and tests to be made, and the record thereof to be pre-servil. () He shall keep such books of account as may be necessary to make an annual and full detailed report of all the assets and liabilities, receipts and expendi tures of his department, including cost of maintenance, extension and improvements; and, in the event the city should own its own water and lighting system, he shall annually estimate the dificrcncc in cost in the municipal and private ownership of such systems. He shall take charge of all construction work of said water and light system in the event that the city should pur chase or acquire the same, and keep the same in good repair and working order at all times. He shall super intend all construction, repairing or extension of said systems the same as provided in sub-paragraph "b" hereof. The character of any extension to be under taken and the magnitude shall be determined by the council. (f) He shall have charge and superintend the col lection of all garbage and the disposal thereof, under ordinances, rules and regulations adopted by the city council, and he shall make reports at such times as may be required by the City Council, which said re ports shall contain a succinct statement of his actions thereunder and recommendations for more economical disposal of garbage. (g) The cash balances of the city in the hands of the City Treasurer shall be kept on'deposit in the banks of the city, without discrimination, in propor tion to their capital stock, as far as possible. Nothing herein shall prevent the City Treasurer from tempo tarily having such funds otherwise deposited, pro vided that as soon as practicable he shall deposit or re deposit the same as herein provided. Before making such deposit, however, said Treasurer shall require a good and sufficient bond. from each bank. (h) lie shall have general supervision of all parks, parking and shade trees of the city, and shall have full powers to manage, improve, maintain-and beautify the same; he shall have charge of all public buildings, and shall see that they are kept in good re pair, and when hot otherwise employed, he shall as far as possible assist other commissioners in the execu tion of their duties. (i) He shall be the inspector of weights and measures. He shall take direct and active charge of the city's sewer system, both within and without the citv. supervising and keeping the same in good work ing order, and shall at all times confer with the mayor and health officer in reference to the same. He shall supervise all construction work pertaining to the sewer system under the procedure of sub-section "b" hrccof. He shall be inspector of all sewer pipes and appurtenances thereto. (j) He shall have supervision of all streets, alleys, avenues, sidewalks, ditches and the waters flowing therethrough or thereon, public improvements, street paving, sidewalk construction and repairing, gutters and curbing. In the event the city shall own its own water system, he shall be cx-ofiicio water commis sioner, and shall take direct and active charge of the city's entire water system, both within and without the city, supervise and keep the same in good working order. He shall supervise all construction or exten sion work, shall be the inspector of all water pipes, fixtures, fountains, fire plugs, connections and all other water apparatus through which )he city water may flow, and see that the same is kept in good repair, and shall hear and determine all complaints and griev ances arising under said system wherein the same will not conflict with any other commissioner. (k) He shall pay all city warrants drawn against him as City Treasurer, as in this charter provided, out of the balance of said funds against which said warrant is drawn, and shall charge said warrant against such balance. Section 79. Office Hours It shall be the duty of each com missioner to maintain regular office hours at the city hall, and he shall give his whole time and attention to and engage in the actual work of the affairs of the city during such office hours. At all times when not engaged in office work he shall take active management and control as foreman and director of the affairs of his department, and shall be responsible for the full and complete discharge of all the duties pertaining thereto. Section 80. Hours and Wasres Eieht hours shall constitute a day's work in all city employment, and the minimum rate of wages shall be Two Dollars and Fifty CeaU ' $2.50) per day for all day laborers.
