See Our Window FEDERAL ACT GIVES FUND FOR ROADS In an interview recently Senator Stanfisld, a member of the Senate Committee on i'ost Office and Poet Roads that considered the recently passed federal aid highway law, said : "This act -provides 176,000,000 for public reads, all now available. These federal funds must be matched by like amounts of state funds except in states where more than five per cent of the area of the state in unappropriated public lands and in those states the amount is reduced in proportion to the amount of unappropriated public ands, but the amount of federal funds allotted to the state is not increased. This act also provides $15,000,000 for the construction and maintenance of forest roads, of which $5,000,000 is now available and $10,000,000 available July 1. Forest roads are defined to be roads wholly or partly within or adja cent to and serving the national for ests. The forest road funds are di vided and apportioned as follows: Fifty per cent but not exceeding $3,000,000 in any one year must be ex pended in the construction and main tenance of roads and trails of primary importance for the protection, admin istration and utilization of the national forests and apportioned anion)); the sev eral states, Alaska and Porto Rico ac cording to the relative needs of the various national forests, taking into consideration the existing transporta tion facilities, value of timber, or other resources served, relative fire danger, and comparative difficulties of road and trail construction. The bal ance to be expended in the construc tion and maintenance of forest roads of primary importance to the state, counties or communities within, ad joining or adjacent to the national for ests, and apportioned among the sev eral states, Alaska and Potto Rico ac cording to the area and value of the land owned by the government with the national forests. This balance, a sum of $9,600,00 will probably be ap portioned about half and half between state roads and county roads. County roads outside of the forest reserves are built with taxes levied and collected by the counties and the designation of projects and their con struction is directed by the county authorities. The government lands within the forest reservations pay no taxes, hence provision by the govern ment for roads. The strictly forest roads which a for the protection and utilization of the forests reserves, should be deals- rated, constructed and maintaine ! It is up to the people and the county authorities to see to it that the county roads within the reser vations get their proper share of this $9,500,000. 1 he etates or counties un der this law can not be required, but may contribute voluntarily to the con struction or maintenance of forest roads. Only $2,600,000 of the $5,000,000 im mediately available for the roads of nrimary importance to the states, ciunties and communities has been apportioned. The $7,000,000 available for thiB same class of roads .July 1 will doubtless be apportioned on the same basis. In addition to the amounts pro vided by this act, there is 10 per cent of the receipts from the forests and $1,000,000 per year for live years yet of an appropriation made under the act of 1910 that is available for forest road and trail construction and main tenance.
