Is designed to give the people of the United States as low n merchandise rate as the actual cost of the service will permit and to base the charge upon the service rendered, tils bill includes what Is called a "zono" system, with rates varying according to distance. This plan gives thu advantage to the local merchant, and yet provides much lower rates for long hauls than the rates now in force. For example, the present rate on morchandlsc is 1 cent an ounce, or 1: cents a pound, regardless of dis tance. This is an absolutely unscien tific rate. It now costs a resident of a rural route 1C cents a pound to have merchandise mailed to him Ircm his local market, and the limit in four pounds, which would cost C-t cents. Under the Bourne bill the rural route rate Is 5 cents for the ' first pound and I cent for each nd- The present charge for 11 ponmls.l nMrU,, l)f Oolumbin. nltil forced re made up In four-nouna pncKiiges. ,iivni,,nl y aj v woum no 5i.,o, so nun uivri- i70 with pen-ions made up tl ri. tn until i. loral merchant has a rate of IT. ,. ., m.1-.,...H..i ,.i,l. The freight chrge on mer chandise from Chicago to Oregon Is $3 or less per hundred, or 3 cents a pound. The parcels post rate Is over 11 cents a pound for the same dis tance. Hence It is claimed by Sen ator Bourne that the great bulk of goods ordered by mail will always be shipped by freight and that the amount of goods shipped by mall long distances will not materially In jure local merchants. His bill, however, gives low rates for short distances. Thus, for the first zone, with a radius of about T.0 miles, the rate is fi cents for the first pound and 2 cents for each additional pound or 20 cents for 1 1 pounds, or about 2 cents a pound.
