The gist of the opinion by Attor ney General Crawford in which he ruled thnt the recall law is not self executing is. contained in the follow ing paragraph from the opinien: "In the matter under discussion, the people may be said to have re served to themselves by said amend ment, the right to recall their public officers, but they have restricted themselves in the exercise of that right to the payment of the campaign expenses of the officer to be recalled. Hence before the right can be exer cised, the mandate to the 'legislature to, provide for the payment of the campaign expenses, must bo carried into effect. The legislature is- re quired to crtact laws upon thnt sub ject, and the right to recall is only assured when Ihe legislature volun tarily enacts the laws necessary to provide for such payment.
