Too often he is filthy and unsanitary, a source of infection and a spreader of disease. Dogs are becoming so numerous in iMedford that offi cial action is needed to thin their numbers. They are everywhere, a pest to pedestrian, vehicle and auto, offend ers of decency and eyesores to the community.
