ADMIRAL SCHLEY SUDDENLY DIES Aged Admiral Drops Dead on Forty fourth street, New YorkHas Long Suffered from Heart Disease Has Lived Long in Retirement. NEW YORK. Oct. 'J. Admiral W. S. Schley dropped dead in 4-Jtli street near the comer of Fifty avenue, to-J dav. He had Ion;: suffered from heart disease. In recent years the ndmiral was not able for his championing of Dr. Frederick A. Cook's claim to being tho discoverer of the North Pole. Since his retirement from active ter vice he had lived quietly in iVubli iuutou and New York. Admiral Winfleld Scoll Schley would have been 72 years of ago m a week. Ho was a native of Freder ick City, Md., appointed to tho United States naval academy in 185G and graduating in 1SU0, his promotion was rapid and by 1874 he had come to be a commodore. He was appoint ed rear admiral in 181)9. During the war with Spain Schley commanded tho "flying squadron" and ho was in immediate command of tho vessels in the attack on Santiago du Cuba, which resulted in the de struction of Admiral Ccrvera's ,pcct. A memorable controversy followed this battle as to whether the credit for the victory belonged to Schley or to Admiral Sampson. The majority for good roads was greater, in proportion to votes oast, than any other county in tho state could muster. The election stamps the people of the Uogue ftiver valley as the most enlightened and up-to-date of those of any portion of tho great northwest. A study of tho returns shows that, tho bonds had a clear majority outside the cities of aModford and Ashland and that those who will be most benefitted tho farmers and orchard ists, understand tho necessity and value of per manent high wa vs. t Ashland's vote was a disappointment, though not. a surprise. Ashland is still troverncd by petty animosity and factional jealousy. She has never been able to understand or forgive Aledford for growing. Then the election ctinie too suddenly. Ashland always approaches public im provement like a oral) first she backs off, then sidles around and finally approves it. She is still in the bucking off stage on good rouds. But Ashland should cease playing a discord in the choir of progress in .laokson county. She should make common cause With her sister towns in work ing for the common good or she will find herself ignored and isolated. She opposes a united county. Almost without exception, the other precincts that opposed the bonds were isolated sections that need good roads worse than any other portion of the county regions that are almost, completelv cut off during the winter raim season. They are most inaccessible and will benefit more bv good roads than the thicker populated parts. The rea son they cast a majority vote against the bonds was be cause they did not understand tle propositipn apd were si scattered and isolated fha't they could not be reached foi explanation. As a result of the bond election, Jackson county is near er united than ever before. The people realize more koenh than ever the necessity and need of co-operation in the up building of the entire section. The growth and develop ment of any one section means the improvement of all and this is realized more than ever. Henceforth development plans must be on a broadci plane. Publicity work must be more comprehensive and less sectional. The building of the town need ijot concern any of the communities. Their energies must be spent ii developing the count' and as the county prospers, sc will prosper the town. And it is universally admitted that the greatest single factor in developing the country is good roads. A million and a half dollars is to be spent for perma nent highways. The mam concern will be to get results see that none of the money is squandered and that the peo pie secure what they voted for. To this end, they will look to the county court and the advisory committee it has named. It would be folly to attempt highway construction without a skilled road builder to supervise and superin tend. As Jackson county has led the state in voting for good roads so must she lead in actual construction. No matter what a skilled road builder costs, he will save many times his salary in actual results. Tt was the fear that themoney would be frittered away in poor con struction aid indiscriminate purchase of road machinery and wasted in various leaks that prevented the bonds from carrying unanimously. Medford, Ashland and Central Point have all secured good results in city improvement. There is no reason why the county should not secure equally good results, even though road building requires more knowledge, skill and science than the laying of pavement. The entire county owes a debt of gratitude to the little baud of -workers' who spread the good roads gospel. They sacrificed their time and money freely to the cause actu ated solely by good citizenship. It is this spirit of co-operative altruism that is the strongest asset of any community an4 explains lpuder.fhan words can, the progrcssiveness of Jackson county.
