The first matter before the new council wns the consideration of the new fran chise asked by the F. W. Honlman Gas company. This firm was grant ed a franchise about two weeks ago to establish and maintain a gas plant tu this city for a period of 50 years. I the city reserving the right at all times to regulate the charges to he made for gin. The company let the franchise go by default, mid asked for a new one which provides that tho oily shall not have tho right to regulati' tho charge for gas for all purposes. The new franchise was read the first time, but was not passed to a second reading. There was no discussion on thu matter, but it was no discussion on u matter, hut it was vorv exident that the gas company would not get a oO-year-franchiso unless the city secured the right to regulate the rules on gas. $50,000 to Stop Water.
