Not far behind the city in public improvements, comes Jackson County with an extensive system of improved highways. Only failure of legislation needed to permit counties to issue bonds holds down the mileage of good roads. Contracts have been let for two steel bridges across the Rogue, each opening an inaccessible section. Maca damized roads are to be constructed through the heart o the valley and elsewhere. The Pumice hill section of the Crater Lake road is being pushed rapidly to completion. Medford's new five story modern hotel is Hearing com plelion. Two large additional public school buildings are under construction. Tho Sisters of Providence hospital will be begun this month. Over fifty residences are under construction, and many additional business blocks and houses will soon be contracted. So far build ing has been only for the present, not keeping pace with the demand, instead of for the future. Surveying parties are in the field locating the power lines for the million dollar power plant at Prospect that will develop 25,000 horse power, construction of which has been begun by Col. Frank II. Pay. Its installation will be followed by the establishment of cement and other fac tories, and it is the most important of the many new en terprises now under way in this vicinity. Roughly speaking, ten thousand additional acres have been planted to comtnercial orchard, principally pears, making the total planted orchard area in the Medford dis trict over 7.),000 acres. In ovvvy line, rapid progress is being made and the future was never more promising in this section. instead of being ; sinecure, as it has been so long. The appointment insures harmony on the state board, all mem bers working for one end to make good. As it is impossible for the old line politician to regard public office as am thing but a private graft. We have the stand-pat organs, like the Oregonian, conjuring up spec Ires of political jobs, plots and conspiracies in every move made. Bid they are only "seeking things." I huiia SO.MIO criticism has been heaped upon (Joveruor West because he appointed a republican as secretary of state instead of a democrat. In making the appointment, the governor states thai he was actuated by the principal that "good business is good politics" and named the best qualified man he knew ol, regardless of politics. The fact of the matter is that (Jovernor West was not elected by the democrats. They did vvvy little, as an or ganization, for him. Nor was he elected by republicans, lie was, however, elected by the people, regardless of parti sanship, and as long as he appoints those best qualified io serve, he pleases those who elected him, who care noth ing at all about the appointee's political affiliations. The people elected West in the expectation of securing an honest, economical, clean administration, and to safe guard the Oregon system from the attacks of politicians. lie is making goon -and that is all the public cares about. Put as a matter of fact, the appointment of Pen Olcott as secretary of state was both good politics and good busi ness. His unusual qualifications are admitted by all. lie is not a politician in am accepted sense of the word.
