Much lias been accomplished, probably more than in any city of its size, in the way of public and private improvements. This program of progress has not been the result of ac cident, but of careful planning. rl Is success has been due tr ibe daring and energy of its designers, to the harmony reigning among its citizens and their happy faculty ol pulling together for the common good, and to the careful management and economy exercised in administering city affairs. There is no place harder to harmonize than the small town. Without big things to occupy their attention, peo ple are likely to devote their surplus energy to Ijttle things Uence we see villages split, into factions annd personalities replacing principles. No work of any kind, public or private, is possible ii the, small town without some bus3'body keeping tab and supplying village gossip. Mad there been the slightest foundation for scandal in connection with public work ii Medford it would have been impossible to have gone 01 with the work or accomplish half so much. The fact that (here has been a businesslike administrution of city af fairs has gone a long way towards financing improve ments and maintaining public credit. The present city administration has "made good. it has the entire" confidence of bankers, business men and citizens generally. The contracted program of municipal improvement is but half finished. It would b( the sheerest folly to qffect a change in management at this critical time merely to gratify the aspirations of the am bitious, or petty animosities and personal grievances, the spleen of the sorehca'd and the spite of the hothead and no other reasons can be advanced. The administral ion's record is an open book, that every one may read. A million dollars has been carefully and economically exiended. Difficult financial situations have been successfully coped with. To go on with the program, frequent charter amendments have been necessary. New methods have had to be devised and emergencies met. In ill of these efforts, citizens of Medford have given hearty 'o-operation, sjmply because they had confidence in the idminist ration and that same confidence exists today despite the noise of kuot'kers. TIME is iiro'vifig the wisdom of munici)al ownership of the water system and the wisdom of a bond issue to '(instruct, a gravity water system, wjrich is perhaps, the most important thing Medford has done. Books in the recorder's office show that monthly water rentals have increased in two years from $I00 a month to $21200, and as soon as the mains now contracted for are completed, will reach $.r!000 a month by the close of the year. This will pay interest on bonds, enable the estab lishment of a sinking fund, and reduce, water rates. When the present administration came into office, the distributing system consisted of seven miles of cast iron mains, just completed, hi the two years past, fourteen additional miles have been laid, and despite the increase in cost of labor and material, through economical manage ment, the cost to the taxpayers has been reduced. When citizens voted to accept the Fish Lake company's water proposition and authorized the .Hamilton and Baker gravity water system contract, they authorized the con struction of a wooden main from the reservoir to the then city limits, ICast Main and Roosevelt. At the time this paper called atteniton to this as being a mistake, which would have to be rectified later. Hut few foresaw what the growth of the city would be or-that it would have do be replaced so soon. ' It was a mistake to lay wood ppe on JDast Alain, but only the people of Medford are to blame. ,,1,1 was put, up to them and they voted for it. The contract :as let before the present administration was elected or took office and City lOngineer Foster had nothing whatuvei' to do with it. It was a part of the Hamilton-Haker contract, outside of the city limits, and authorized by the people themselves. That this wood pipe may, be replaced with cast-iron is one of the reasons why a bond issue is asked in the pro posed charter amendment, so that paving on Wast Main may be completed and a desirable residence district come into its own.
