They would shift the blame of President Taft's neglect of Oregon in the dis tribution of the reclamation fund from the shoulders of the president, a standpat senate and house, to the Oregon sena tors. ' ' Kaels in the case, known since March, are as follews: The senate passed a bill setting aside $.'50,000,000 for rec lamation, 51 per cent of the funds derived from sale of pub lic lands to be expended in the state where the stiles were made. 'The house, without protest from either Represen tatives Kllis or Uawley, cut down the sum to $20,000,000, and eliminated the clause refiuirhiK the land sale proceeds to be spent in the state making the sales. In J he closing days of the session, the house bill went to the senate finance committee, and Chairman Lodge reported back to the sen ate that with the exception of cutting the fund to $20,000, 000 and placing the projects niidei; army supervision, the bill was unchanged, and upon the statement the bill was passed. Representatives Uawley and Ellis should have notified the Oregon senators of ihe change made, and the Oregon senators should not have taken Lodge's word for it, but in the rush of the closing hours of 'congress many measures are railroaded through. Even if objection had been made, it is doubtful if it would have prevented the passage of the bill. President Taft followed, the recommendations of the tinny board in his distribution over the. protest from Ore gon and the state was sadly neglected. Surely neither Bourne or Chamberlain can be blamed for the amendment of the bill in the hotse, for the army board's report or tor the president's action. ' Indications are that President Taft and the administra tion are lending themselves to an intrigue to discredit prog ressives in Oregon its they have endeavored to do in the east. THERE is no good reason why the proposed charter amendment should not be passed. Although it em bodies a repetition of the entire charter, there are;i'eW changes from Hie old instrument. The object in including the entire charter was for general convenience. The char ter has been amended so frequently that it requires a great deal of research and labor to ascertain its present contents, and it was adjudged the part of wisdom, to print the old charter, with the proposed changes as one charter amend ment. The charter was' revised by a committee composed of YV S. Crowell, author of the present charter'; C. U Reames, V. I. Vawter, O. C. Hoggs, h. CI. Porter, AY. N. Campbell and II. O. Harnett. These gentlemen held frequent meet ings and section bv section, went over the entire charter with. City Attorney Neff. Their judgment is to be relied upon. All of the changes made are most commendable. Regis tration is provided for city elections. The poHce court is divorced from the mayor's office. The council's power to grant franchises is reduced from' T)0 to 10 years. The right to permit the sale of water by persons or corporations is taken awav from the council, which is also forced to pro vide a sinking fund for bonds. The management of the water svstem is vested in a commission to be created for that purpose. A bond issueof $150,000 is authorized U) replace the wooden main on lfast Alain with cast iron pipe, so that the street may be paved, and to pay for the trunk sewer on North Riverside. If there is anything objectionable in the proposed changes, a close perusal does pot disclose it. lit.
